Suggestions: 1. make sure you have the lates version of iTunes; 2. try resetting your iPhone before syncing (
Hold the Sleep/Wake button and the Home button together for at least ten seconds until the Apple logo appears; when you see the Apple logo let go of both buttons and your iPhone will reboot); 3. try using a different cable.

First try a hard reset, press and hold the power button and home buttons until the phone restarts and displays the Apple Logo, then let go.
If that doesn't work...
Try forcing recovery mode and then restore with iTunes.

I did an automatic update to my daughter's iphone and it did not complete teh update. I tried to restore my updated setting but now my iphone will not start. I see the apple and a white line that never moves past 15%.

After connecting to iTunes, I noticed that "Back up to iCloud" was selected (in the middle of the screen on the "Summary" tab, under "Backup"), and "Last backed up to iCloud" reflected the time that I attempted to back up from my phone. Even now, the phone still says "Last Backup: Never," so there is clearly a disconnect. Hopefully Apple will fix this soon.

In this case, I think that there's something damaged that can't be fixed just reinstalling OS X.
If you don't want to lose files, you will have to create a second partition in the hard drive and install OS X there, so you will be able to recover everything you need. Then, you will have to erase the first partition and reinstall OS X. Follow these steps:
1. Hold Command and R keys while your Mac is starting to start into OS X Recovery, and open Disk Utility.
2. You can follow the steps of this site to create a second partition > http://pondini.org/OSX/DU3.html
3. After creating the second partition, close Disk Utility and install OS X on the second partition.
4. When the installation finishes, open Finder and, in the sidebar, you will see the other partition. Open it and recover the files you need.
5. After doing that, repeat the step 1.
6. Select “Macintosh HD” in the sidebar, go to Erase tab and erase the disk.
7. Close Disk Utility and install OS X on the first partition.
After doing all of these steps (you will need a lot of time to do this), you can delete the second partition you created and add the size of this partition into the first one > http://pondini.org/OSX/DU4.html

I get as far as what appears to be restoring my phone then when the software has downloaded, iTunes insists on my phone accepting it's access. I had carried out this action two weeks ago when I had the same issue on my phone and managed to restore it successfully, but it isn't happening now. I have updated iTunes to the latest version since the last time, and also my iPhone to the latest version. I have had endless trouble with this phone so having gone through all the steps suggested in various forums it is clear that it is an issue with the phone, not helped by the recent iOS and iTunes updates with stricter security.

What troubleshooting have you tried? Try a reset, hold the sleep/wake and home buttons together until you see the Apple logo and then release. The phone should reboot. If it does not, then you need to try and restore via iTunes. Try connecting the phone to the computer and iTunes and see if it is recognized. There's only one thing you can do: make an appointment with Apple genius at the Apple retail store for a out of warranty replacement.

Start by resetting your iPhone, hold both power and home buttons together for 15 seconds until the Apple logo appears, then let go and wait for iPhone to restart. You will not lose any information.

It is yet happening to me. In my case it happens when I plug it to any kind of charger: socket, car... I have to pull it out the phone and plug it in again so it reacts and starts charging.
Of course, I tried cleaning with a soft, dry brush. This had no effect.
