If you set up the Find My iPad service prior to losing your iPad, then there is a chance that can be tracked, though it depends on a number of factors (the iPad is turned on, connected to either the 3G or a WiFi network, or has not had the Find My iPad service disabled or the iPad been completely restored).
If you did not set up Find My iPad, then there is no way to track it.

Review the Settings/FaceTime on each device. Each device should be set to it's own "reached at" and Caller ID. For example your iPhone can use it's phone number then set the iPad to use your Apple ID email address or one of the iCloud addresses. The call will not go through if both devices are set to receive a call on the same address.

No app on the iOS device is required.
- If you previously turned on FIndMyiPod/iPhone/iPad on the iOS device in Settings>iCloud and wifi is on and connected or cellular data is on and connected for, on a computer browser go to iCloud: Find My iPhone, sign in and go to FIndMyiPhone. Sounds like your phone is carrier locked, presumably to a service provider in France. There is no way to use it with another carrier unless you can contact the original carrier and get them to unlock it. Only the carrier it is locked to can authorize an unlock - some will unlock some won't.
As far as using it jailbroken, you will not get support for that here. -

Why on earth did you purchase an American iPhone if you knew you were going to activate and use it in the UK?
If you like in the UK and you want to use the phone in the UK, then buy an iPhone 5 that you can actually use in the UK.
So you need to purchase the phone either through one of the phone companies of your choosing by taking out a contract - so EE (Organge and T-Mobile 4G), Vodafone, 3, or o2 or buy an unlocked iPhone directly from the Apple store itself for full price.
If you buy from e-bay you have no valid warranty if the phone goes wrong, so you won't be able to get the phone fixed in the UK, but you will physically have to go back to the US to get it fixed - iPhone warranty is country specific and NOT worldwide. If you buy the phone in the UK, then you will have an EU warranty.
Return the phone to your seller at e-bay for a full refund and start again and buy and iPhone 5 that is unlocked from the UK and then you will be able to activate it.
Do you have a sim card because you need a sim card to be able to activate a phone and have you connected it to iTunes?
Unfortunately, not all US models of the iPhone 5 have sim card slots or if they do, they are not all unlocked, so if this is the case with your phone, then you won't be able to activate it here in the UK and there is nothing that you can do. You will either have an unusable brick or you will have to return you phone to your ebay seller for a full refund. -

It sounds like you were charged for a magazine, but it was never downloaded to your iPhone. I found an article that has some steps to assist with this:
Newsstand-compatible apps automatically move to Newsstand. Tap and hold apps to arrange them in Newsstand.
Note: You cannot drag other publications into Newsstand.
If a subscription app or publication does not appear in Newsstand, verify that the app supports the Newsstand feature.
Newsstand updates subscriptions only when using a Wi-Fi connection. If you aren't seeing the latest issue:
Verify that you are connected to a Wi-Fi network.
Check Settings > Store to verify that automatic download is enabled for that publication.
