My bill is paid I noticed this when I couldnt make calls.
When I clicked the call button it did nothing.

Please do not delete any files from the HDD without having a current backup.
I'm not sure what you mean when you say you've "deleted all old libraries." Can you explain that?
If all you are wanting to do is empty the iTunes library of all music, video playlists, etc. the easiest way is to quit iTunes and, in the Finder, go to ~/Music/iTunes and simply move the .itdb, .itl and .xml files to the trash. Launch iTunes again and the library will be empty.
You should be prompted to add content, so you can let iTunes scan the HDD if you like.

When you erase the phone via Settings/General/Erase All Content and Settings or using Find My iPhone/Erase in iCloud and you then attempt to reactivate it again, as part of the activation process it has to contact an Apple server (called the "activation server") and from it receive the OK to activate the phone after checking your Apple ID and password are valid, the software installed on the phone is correctly signed and so forth. If it cannot contact the Apple activation server for some reason (it's down or you don't have internet connectivity, etc.) then you will get this message and the activation process cannot proceed.
First thing to check is that you have a working internet connection, WiFi is okay, etc. If that is all okay then maybe the Apple activation server is down or unreachable because of issues at Apple's end, in that case simply wait a while and try the activation again, hopefully it will now work.

If these songs were only on your iPod Touch and not in your iTunes library or backed up anywhere else, them I'm afraid you are out of luck.
If they are iTunes purchases and you live in the US, see this Apple support document about redownloading them at no cost.

For music that was imported from outside of iTunes, you'll need to reimport those again.

Does deleting and recreating a iCloud account also deletes all it's Data and stuff?

If I sign in from another account, will all the paid apps be erased? Can I retrieve them? I doubt so because from my knowledge, when I updated for iOS 6 from 5, all my apps are gone.(my version is 7.0.3)

Correct -- a different account would have to start over regarding apps.

Why would you use the same iCloud login? Do you and your wife share that account for syncing contacts?
Was she actually syncing contacts to any supported app on the computer or a cloud service prior to the update as the iPhone is designed to be used?
Did you not backup the iPhone prior to the update? If this had been done, it should be a simple matter or restoring from that backup to put everything back.

The first thing to try is to make sure you are not in Full Screen Mode. Press F11.

This means that you are using a different computer to update it from the one you usually sync to. Alternatively, it may mean that you never sync to a computer.

From your Old Computer... Copy your ENTIRE iTunes FOLDER to an External Drive... and then from the External Drive to your New Computer..
An Added Bonus is that you will then have a Backup of iTunes...

HT201210 I was doing an update on my iphone and it stopped short of getting it all the way done. Now my phone is stuck with an itunes icon on the screen, and will not allow me to do anything with it. I tried shutting it down and restarting it...same icon

I tried to update my phone. The update didnt go all the way through, and ended up freezing the screen on my iphone with an itunes icon on it. I tried to reboot phone with no success...the icon stays on there with no other function of the phone available. Anybody know of a fix?

Put your iphone in dfu mode by doing this. Turn your iphone off. When its off, hold home and power button together for exactly 10 seconds, then release the power button and keep holding home button for another 10 seconds. Then open up itunes on your pc and plug your iphone to your pc. Itunes should recognize your iphone in recovery mode and it will tell you to restore it. Click restore, and your iphone will restore. Remember that, if you do this you will lose everything that was on your iphone. You can restore from backup later on. Hope I helped. Correct KiltedTim the iPhone does not have a disk drive, and it does give an error message about running out of disk space. I'm here searching for how to clear it and/or what causes it. A friends 8gb iphone 3G has started giving her that message. It is not jailbroken, has no videos, 400 songs, 20 apps. The system information says there is 0 bytes free. There is 4.6 Gb of "other" data taking up the remaining free space. None of the few apps on the phone I expect would take up that much space with data. Even her emails and saved text messages shouldn't fill 4GB. New iPhone coming in the next couple of days. Easiest to just reset the old one after the upgrade and redownload the apps to make sure not to mess things up.
