We are fellow users here on these forums, you're not talking to iTunes Support nor Apple.
Unless you had Find My iPad enabled on it then there isn't any way to locate it. If you did have it enabled then you could try locating it either via http://icloud.com on a computer or Find My iPhone on another device - but that will only work if it's connected to a network and the device hasn't already been wiped and/or Find My iPad disabled on it (as your tagline shows iOS 7 then it should be harder to remove from your account).
You've reported it to the police ? You should also change your iTunes account password, your email account passwords, and any passwords that you'd stored on websites/emails/notes etc., and if it was a cellular model then you should also contact your carrier.

With the serial number they can put it into a database and send that inormation to pawn shops, so i the theie tries to pawn it, the pawn shop employeee can convscate the iPad and hand it over to the authorites. Hi, My ipad has been stolen and I set up the erase data function in i cloud "find my device". I then changed my mind and wanted to change this to locate my device rather. When I deleted the "erase" option it removed my ipad from the find my device list. Can I restore it back onto the list?
Once a wipe is sent, it cannot be stopped. You will not be able to track your iPad after that.

You can only restore the backup to another iOS device. You can't download it to your computer. Also be aware that Apple reserves the right to delete iCloud backups after 180 days of inactivity so make sure you do this before that. Also, you can't restore camera roll photos from a backup to an iPad. They would have to be restored to another iPhone, or iPod touch.

Apple can't help you find/lock a lost or stolen device. If you've can't locate it via Find My iPhone, or http://icloud.com on a computer, then you won't be able to try and locate it or remotely wipe it.

In order for a lost iPhone to be located you have to have set 'Find My iPhone' up on it before losing it, and it has to be on, not wiped, and able to connect to a network (how else could it transmit its location) - if any of these conditions is not true then locating it is not possible. You can't use the serial number or IMEI number to locate a phone: the former is only useful to identify it as yours if it turns up, and the latter can be used by most service providers to block it, rendering it useless and preventing anyone from spending your credit. -

I've purchase a new one and when trying to restore a backup from I cloud the Ipad showed me a different Apple ID than mine and refused my Apple ID.
Can it be this ID (which is an email adress) is the email of the one having my stolen IPAD ?

OlivierThe appleid its showing you is associated with one of the apps / songs or another purchase that was on the device the last time it was backed up which it needs to download the app / purchase again. It won't be from the person who has your ipad now unless they downloaded it and then your device was backed up afterwords, so only if the backup date was listed as AFTER your device was lost / stolen.

How can I stop this?The thief must also have access to your email, so you need to change your email password. Most likely what is really happening is that the thief is trying to access your itunes account and is entering the wrong password too many times, in which case it will automatically be reset.

Yes, I filed police report, but there is nothing they can do until I get back to them on the tracking. It's been offline. I'm sure the whoever took it can find a way around breaking in the ipad..i really was hoping to get my pictures and videos of my kids back

If you still have the box it should be on it. Otherwise you might want to try contacting your Cell carrier. They should have the IMEI that was registered with them for cellular service on the iPad.
