There's a couple of things you can do.
First Hold the off button for a long time.
If this fails then go onto your iTunes on your computer and restore your iPod. Don't choose the restore to factory settings option.
If this fails go into the App Store and ask for assistance from them. You have to book an appointment.

    Try a system reset.  It cures many ills and it's quick, easy and harmless...
    Hold down the on/off switch and the Home button simultaneously until the screen blacks out or you see the Apple logo.  Ignore the "Slide to power off" text if it appears.  You will not lose any apps, data, music, movies, settings, etc.
    If that doesn't work, try a Restore:
    From iTunes, select the iPad and then select the Summary tab.  Follow directions for Restore and be sure to say "yes" to the backup.  You will be warned that all data (apps, music, movies, etc.) will be erased but, as the Restore finishes, you will be asked if you wish the contents of the backup to be copied to the iPad.
    There's more that you can do.  Post back if none of the above solves the problem.
    By the way, I always allow "push."  That allows the app developer to "push" information to your device rather than waiting for you to ask for it.  However, "don't allow" shouldn't cause the problem that you're experiencing.

    By resetting did you see the apple logo? Try pressing and holding the on/off and home buttons simultaneously until the screen goes blank (black) and you see the apple logo. It should take about 10-15 seconds to reset.

    Try:
    - iOS: Not responding or does not turn on
    - If not successful and you can't fully turn the iPod fully off, let the battery fully drain. After charging for an least an hour try the above again.
    - If still not successful that indicates a hardware problem and an appointment at the Genius Bar of an Apple store is in order.

    No, sounds like when you dropped it an cracked the screen it may have also damaged the logic board or the repair person damaged a cable.

    After recent update of my 4th gen iPod touch, the screen went white. I can still see the background a little but, there is a screen "burn in" as well. I restored it but it did nothing to fix it. AHHHH!

    That happens sometimes.
    Try:

    From what I can gather you have a few apps that only display "Waiting". The following is a past discussion that dealt with a similar issue, the answer may help you as well:

    Try tapping the App, so that it changes to Paused instead of Waiting, then tap it again to resume the install.
    Make sure you don't have any paused downloads in other apps either, like the App Store or iTunes Store.
    If that doesn't do it, try resetting or restoring the iPhone.

    I was trying to play Truffela Shuffela and the screen turned white and its stuck and nothing is working. I tried to do the manual resart when you press the home and power/lock button for 10 seconds and 40 seconds. Then I tried to plug it into my computer but that didn't work either. I followed all of aplles instructions when the computer doesn't reconize it. This didn't work. PLEASE HELP!!!!!!

    Try another sync. You can even deselect music for th first sync and then reselect it for a further sync.

    I am not sure if I know enough about iPod's to be able to help you completely but I can offer a few suggestions. First of all, you can try restarting your iPod (by holding the OFF button and the HOME button at the same time for a long period of time.) If that doesn't work then you could try connecting your iPod up to your computer and if it shows up on iTunes you can RESET your iPod. Hope that helped a little!

    I've had the same thing happen to me when an app starts to lag, shutting it off will burn it on the screen, not allowing you to enter your passcode for the Iphone. It is frustrating but do as @kb1951 said. It worked for me.
