Is this for a computer model or an iDevice model? If the former you've posted in the wrong forum. But here's the answer.
Open General preferences in System Preferences. There are two options you can check that affect this behavior:
Check the boxes you thing you prefer. When you next shutdown the computer you should be asked in a dialog about reopening applications on restart. Select the option to not reopen.

    Any application that is open when you shut down will re-open when you restart unless you deselect this when shutting down/restarting:
    Also check System Preferences>Users & Groups>Login items tab and make sure there's nothing listed there that you don't want launched.

    To stop iTuneshelper from starting automatically:
    1-- Go to System Preferences
    2-- Click Accounts
    3-- click Login Items tab. This shows all the items that are automatically loaded when you log into your account.
    4-- In that list you will hopefully see an item called "iTunesHelper."  Apparently this little program has the job of making it so that iTunes can watch for iPods getting plugged in and so on.
    5-- to remove iTunesHelper from this list, click on it to select it, and then click the "-" (minus" button) at the bottom of the list.
    6-- You just removed that startup item. If you later find that you have problems connecting to your ipod or for some reason you want that startup item back, then you can delete and then re-install iTunes by downloading it from itunes.apple.com (don't worry, it will find your music folder when you reinstall) OR, more simply, you can go to your applications, find the iTunes application, right click it, choose "view package contents," go into Contents folder, then go into Resources folder, then find iTunesHelper.app and drag ituneshelper.app onto that list on the Login Items window that we mention in step 3. That will bring it back onto that list. Then restart your mac and you will see ituneshelper running automatically again.

    The "Computer Name" is changed in Sharing preferences. The user's "Long Name" may be changed in Accounts preferences along with the account password. But changing the "Short Name" which is the username attached to the Home folder (/Users/username/) must be changed by following the instructions in this article: Macworld | Changing the short username in Leopard.
    The name displayed in the Finder's menu bar only appears if you have turned on Fast User Switching. You can disable this feature in the Accounts preferences - click on lock icon and authenticate, then click on the Login Options button. Uncheck the Fast User Switching option.

    I think that the "Close" just means "make this little music window go away now," not "Close down the music app." At least, that's how it's always worked for me (before and after the upgrade). If you are playing music and doing something else and bring up that music window on top of what you're doing, you still need to hit pause in order to stop the music.
    If you hit pause and the "Now Playing" arrow is still up, it doesn't really mean much except that you can easily get back to what you were playing if you go back into your music. Your music isn't still playing. It's just holding your place. That's how I think of it, at least.

    The Samsung AllShare tool is not seeing the Mac, the Mac is 'seeing' the TV in the EyeConnect setting box (but not in Finder).

    Quick answer if you let iTunes manage your music:  Copy the entire iTunes folder (and in doing so all its subfolders and files) intact to the other drive.  Start iTunes with the option (shift on Windows) key held down and guide it to the new location of the library.

    Is the disk cache and the memory cache enabled?
    You can check these prefs on the about:config page.

    There should be nothing native to the OS X which would ask for a password
    or  other information on a restart, unless accompanied by the traditional login
    box with your user name.
    There are adware or marginal products that could be called malware (bad)
    that would impose their presence and some items that could have been
    downloaded by accident or through some corrupted free software site; of
    those some could ask for and gain permission to go through your Mac
    and maybe even run in the background to do other nefarious misdeeds.
    You could see if startup in SafeBoot allows you access past that the Completer.
    Since I don't have a pile of helpful article links on how to resolve various issues
    I'd be looking them up one way or another.

    Hmmm.
    I'd say that there's probably a setting in the final cut preferences to enable/disable automatic updates. Not sure about Office.

    Is this process using an extraordinary proportion of your allocation of internet? Or is it more like on or two percent.?
    Sorry, I am not familiar with FinalCut, nor this mysterious "data card" with the allocated bandwidth.
    Are you so severely limited by this 'data card' service that you're on such a meager connection allowance? (sounds like the mileage limits on a car that I leased from nissan a few years ago. I was limited to something crazy like 10,000 miles per year, {adding} that's not a lot of miles here in the states)

    That doesn't make sense.  iOS 7 introduced the upwards swipe to close Apps. 
    Double click the home button, and then swipe the screen shot up and off the screen.
    If the upward swipe is not working, try resetting your iPad.

    When you log out or shut down, there will be a checkbox that asks you if you want to reopen windows when you log in. Just uncheck this box. If that isn't it, you may have login items turned on. Go to System Preferences>Users and Groups and then under your name click the Login Itens tab. Make sure nothing is there.
    If you want to stop windows from restoring when you open applications (so for example when you open Safari it doesn't open the 50 tab page you just had open when you quit) go to SystemPreferences>General and then hit the checkbox that says Close windows when quitting an application.
