hello does anyone know why my ipad2 when plugged in is saying ... not charging, I just got it yesterday

It will charge very slowly, if the port is a fully powered port, as in not in a hub. Even if you get the "Not charging" message. But it's so slow it's hardly worth trying.
Page 34 of the User Guide:
The best way to charge the iPad battery is to connect iPad to a
power outlet using the included Dock Connector to USB Cable and 10W USB power
adapter. When you connect iPad to a USB 2.0 port on a Mac with the Dock Connector
to USB Cable, iPad may charge slowly while syncing.
Important: The iPad battery may drain instead of charge if iPad is connected to a PC,
to a computer that’s turned off or is in sleep or standby mode, to a USB hub, or to the
USB port on a keyboard.
If your Mac or PC doesn’t provide enough power to charge iPad, a Not Charging
message appears in the status bar. To charge iPad, disconnect it from your computer
and connect it to a power outlet using the included Dock Connector to USB Cable and
10W USB Power Adapter.

    This is a user-to-user forum. Everyone is voluteering their time. Sometimes you need to wait more that 4 minutes for an answer.
    Many USB ports do not supply enough power to charge an iPad. It may be charging but very slowly and only when the screen is dark. Your best bet is to charge it using the wall charger.
    It's a little hard to answer your second question without more details. However, have a look at this article:

    A lot of computers don't provide enough power to their USB ports to charge the iPad at a sufficient rate - it may still be charging slowly, and should be a bit quicker if the iPad's screen is off (if you leave it for a while and then disconnect it from your computer you may find that it's battery percentage has gone up). The wall charger is usually the most efficient way to charge the iPad.

    Yes, you got the phone which was currently eligible for Early Edge at the time. This changes from time to time. When the iPhone 6/6+ was first released those were the ONLY phones you could purchase on Early Edge. This was for September and October of 2014. You would not have been able to purchase any other phone with Early Edge at the time. At the time, this made a lot of android phone owners angry, just as it is making the OP(an iPhone owner) angry now. Then it was the Droid Turbo ONLY, then it was....
    One of the requisites AS LISTED ON THE EDGE PAGE is that your line must be eligible for an upgrade. Verizon lifts this requirement IF you want to purchase a specific phone. If the phone you want is not eligible for Early Edge at this moment, it may be at some point in the future and the phone CURRENTLY available may NOT be available for Early Edge. You were able to get the phone you wanted on Early Edge because it was the phone(or one of the phones) eligible at the time for Early Edge.
    Verizon does not have a link for Early Edge because it is not always available AND the eligible phones change from time to time. This is no different than any other special they occasionally run.
    Regardless, since a link WAS given for Edge which DOES list upgrade eligibility as being a requirement, if someone DOES NOT fulfill that requirement it is not out of the question that other portions of Edge may be different, too, such as what you posted "All Verizon Wireless smartphones, tablets and basic phones are eligible for Verizon Edge." If Verizon relaxes a requirement to enter into Edge, why is it so hard to fathom they may ALSO change something else such as which phones are eligible???
    The fact that the OP IS NOT able to purchase an iPhone on Early Edge simply reinforces this fact.

    FORCE IPAD INTO RECOVERY MODE
    1. Turn off iPad
    2. Turn on computer and launch iTunes (make sure you have the latest version of iTune)
    3. Plug USB cable into computer's USB port
    4. Hold Home button down and plug the other end of cable into docking port.
    DO NOT RELEASE BUTTON until you see picture of iTunes and plug
    5. Release Home button.
    ON COMPUTER
    6. iTunes has detected iPad in recovery mode. You must restore this iPad before it can be used with iTunes.
    7. Select "Restore iPad"...
    Note:
    1. Data will be lost if you do not have backup
    2. You must follow step 1 to step 4 VERY CLOSELY.

    Try holding both home and power buttons until apple logo appears (ignore on/ off slider) and then let go. No data will be lost.  Wait for phone to restart

    Sounds like the dock port on your iPhone has a problem. It is in warranty so you will need to get it serviced.

    If you have Apple Care or your computer is still under warranty, give them a call and get a case number.  Otherwise, take the computer to an Apple store or an AASP.  Whichever is more convenient for you.

    Between my wife and myself we have 4 iPads (two are minis) and over the last few months they have all started displaying the "not charging" flag up by the battery icon.  They will charge fine when turned off (although I have no idea if the rate of charge is standard in that case).  I am using all 2.1A chargers so I assume that the potential is there (haven't really measured them), and have probabl changed out most of the cables to non-Apple cords (I can't tell them apart in most cases).  I am suspicious of two things: iOS updates that have had some charging effect, and the use of non-Apple cords. 
    I've tried the reset as described in other posts related to this condition, but without success.
    Is there something that I should know?

    Thanks for your attempted help guys, but it has not been fruitful.  I will take a couple of my chargers, cords and iPads to the local store and see if they can (1) tell me why the iPads aren't charging, (2) how to differentiate Apple chargers from non-Apple chargers and (3) help me replace whatever I need to replace.  What I know is that in the future, whenever I pull a charger out of an Apple box (purchased from Apple), I'm going to mark it with a big permanent "A" on the side, because all my chargers are identical, but I'm pretty sure that some were purchased off-market. 
    I'll publish what I learn.

    Could be the charger, cable or iPad. Plug the USB cable into your computer. It may say "Not Charging", however, it is charging slowly and will verify that the cable is good.
    Try this first - Reset the iPad by holding down on the Sleep and Home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons. (This is equivalent to rebooting your computer.)
    The quickest way (and really the only way) to charge your iPad is with the included 10W or 12W (5W on Mini) USB Power Adapter. iPad will also charge, although more slowly, when attached to a computer with a high-power USB port (many recent Mac computers) or with an iPhone Power Adapter (5W). When attached to a computer via a standard USB port (2.5W, most PCs or older Mac computers) iPad will charge very slowly (but iPad indicates not charging). Make sure your computer is on while charging iPad via USB. If iPad is connected to a computer that’s turned off or is in sleep or standby mode, the iPad battery will continue to drain.
    Apple recommends that once a month you let the iPad fully discharge & then recharge to 100%.

    Well, my problem... Sunday I noticed that my battery icon was saying "plugged in, not charging". I checked my outlet, my ac adapter, the brick between the two and the port on the laptop. I have G60 235X. I spoke to an HP tech person and they told me it's something in the computer that needs to be fixed, they said it's a "needle" inside. Not sure. I talked to a couple more people and some had me uninstall the battery in device manager and then search for hardware changes. That worked... temporarily. My battery is fine (I did a check). I am not sure what it is. They sent out a box for me to send it to them but it's the wrong kind of box. But I am not convinced it's something internal. I Googled the problem and it seems that many people have it.

    Without knowing all the particulars, other little tricks may include resetting (or Zapping) the PRAM or the SMC.
