Hot spots not working

Question

My student has created an image in FW and has it in his page in DW.  He is trying to draw hot spots on the individual spots but can not.  I see the hot spots in the property box but it will not allow him to draw a rectangle around the area.  The area will only show blue when you select the chosen drawing tool and go to the image.  Here is a screen shot.  I would love some direction to help my student be able to create a hot spots.  He works on a Mac and has the latest update to CC.

Hello levanouski,
my way is (all comands translated from my German DW):
1. Insert an image
2. Click into the image
3. Menu for the hotspot tools opens, see screenshot:
4. Click into the image > Give an "alt" name or description for your image, if you want.
5. Use the wished figure/form.
6. And in your code you will see something like:

But now let's talk about this (I quote from a earlier thread of Sudarshan Thiagarajan): "I must let you know that image maps are outdated and there are far more easier/ higher quality ways of achieving what you're after. Check out jQuery Vector Maps - Resizable Scalable Vector Graphic (SVG) Maps for Modern Browsers - pure vector maps that work on most modern browsers that come pre-defined with most countries. USA is out of the box usage. Another similar tool is http://jvectormap.com/."
... or for example mapper.js (automatic area highlighting for image maps)
