My partner and I share a big music library.
Our tastes differ so it's annoying when songs he loves, but I hate, pop up in "my top rated" playlist.
Can ITunes accomodate 2 different sets of user ratings?

your personal library is not saved to the internet, but your itunes account is, so you can download songs on different computers through your accound

Copy it to his computer into his iTunes library and authorize his computer with the iTunes account used to purchase them..
You cannot tranfser items from one iTunes account to another. Purchased items remain part of the iTunes account is was purchased with.

Thank you Joe - I tried this but it's only showing a teensy amount of music - the stuff on the second users account as opposed to the giagntic library on the 'main' account. I actually went to a Genius Bar and they said that apple doesn't really want you to share music between accounts - parents don't want to hear their kids music etc. Which seemed strange, but it might be the case sadly Thanks anyway!

You are most of the way there. Each user having access to hard drive is the key. If users are limited in file privileges this is harder.
Any files you add to your library and any files she adds to her library are available to the other. Just not automatically. Each user must add the files to their own library using the add file or add folder option from menu bar.
What I have done is set library location to a location outside of My Documents\My Music. On my network storage I have a folder names s:\itunes. Both accounts iTunes are set to use this location for the library.

The key constraint for Home Sharing in this context is that both PCs need to be on the same wifi network. So once you get out of range of the wifi network covering your home PC, the laptop is not going to be able to Home Share.
Have you considered importing your iTunes music to the laptop? Then you could listen to a local copy of the music on the laptop while you're on the road. (You can do the import via home sharing when both computers are on the same wifi network.)

That is all you need to do.
In the answer from Apple I do not find anything about how the 2 exisiting iTunes accounts will be handled.
They will be handled fine.

Devices can only sync to one library at a time. You can, however, have multiple copies of libraries on different computers though it can be tricky making sure they are always synchronized. You can put your Windows iTunes on your Mac.
Moving a library: Quick answer if you use iTunes' default preferences settings: Copy the entire iTunes folder (and in doing so all its sub-folders and files) intact to the other drive. Hold down the option (alt) key (shift on Windows) and open iTunes. At the prompt to create or choose a library choose the copied iTunes folder.
When this is to a new computer put the copied iTunes folder in the default location of Macintosh HD > Users > *User Name* > Music then you don't even need to start with the option key held down, iTunes will automatically look for it there. Thank you so much for providing the details about the duplicate song issue you are experiencing. It sounds like you would like to remove the duplicate songs that will not play on your iPhone, but when you connect it to iTunes, iTunes only shows you one copy of the song on your iPhone.
In this situation, I recommend deleting the individual songs that do not play directly from your iPhone. I found the steps to do this on page 61 of the iPhone User Guide (http://manuals.info.apple.com/en_US/iphone_user_guide.pdf):
Delete a song from iPhone: In Songs, swipe the song, then tap Delete.
