How can I access images from IPhoto library on my Mac to Photoshop CS6?  I enable jpg with format "Photoshop" and this is what comes up -  "Could not complete your request because Photoshop does not recognize this type of file"

Photoshop is not a format.  It's an application.
What you are looking at are not true JPEGs, just iPhoto's "tease" representations of the hidden images it swallowed, as explained above.

    In Organizer, you can choose File>get Photos and Videos>From iPhoto.

    How to access iPhoto images for use in Photoshop
    1. In the Finder, navigate to Users > [user name} > Pictures > iPhoto Library. 
    2. Control-click the iPhoto Library file and choose Show Package Contents.
    3. A Finder window opens that shows the contents. The Masters folder (or called Originals folder) contains all of the photographs that are in iPhoto. 
    Photoshop cannot access this folder, but if you make a duplicate of the folder, the dupe will be accessible -- so:
    4. Control-click the folder named Masters (or Originals) and choose Duplicate. 
    5, Drag the duplicate folder which is named "Masters copy" or “Originals copy” from the iPhoto Library Finder window to the Desktop.
    6. Open images in Photoshop from file on desktop.
    7  Rename the folder and move it elsewhere (probably to the Pictures folder), if desired.

    Where are you trying to move these photos from?  The following are the key combinations for moving from different entities in the library:
    Deleting Photos from an iPhoto Library:
    1 - from the Event or Photos mode: select the photo(s) and use the Delete key to move the photos to the trash bin. Then empty the iPhoto Trash bin as follows:
    2 - from an album, smart album, book, slideshow, card, etc: select the photo(s) and use the key combination of Command+Option+Delete to move the photos to the trash bin.  Then empty the trash bin as above.
    If none of the above work try this:  launch iPhoto with the Option key held down and create a new, test library.  Import some photos and check to see if the same problem persists. If the problem persists in the new library make a temporary, backup copy (if you don't already have a backup copy) of the library and try the following:
    1 - delete the iPhoto preference file, com.apple.iPhoto.plist, that resides in your
         User/Home()/Library/ Preferences folder.
    2 - delete iPhoto's cache file, Cache.db, that is located in your
         User/Home()/Library/Caches/com.apple.iPhoto folder.

    NOTE: If you're moved your library from its default location in your Home/Pictures folder you will have to point iPhoto to its new location when you next open iPhoto by holding down the Option key when launching iPhoto.  You'll also have to reset the iPhoto's various preferences.
    NOTE 2: In Lion and Mountain Lion the Library folder is now invisible. To make it permanently visible enter the following in the Terminal application window: chflags nohidden ~/Library and hit the Enter button - 10.7: Un-hide the User Library folder.

    Connect your phone to iTunes, go to the Photos tab of you sync settings, check Sync Photos from iPhoto, select which photos you want to sync to your phone, sync.  These photos will appear on your phone it Photo Library (which contains all the actual photos) as well as within the individual folders you chose to sync to your phone (which contain links to selected photos in Photo Library, not duplicate photos).

    No suggestions until you explain what "can't access pictures from iPhoto now"... means, or even looks like.
    There are 9 different versions of iPhoto and they run on 9 different versions of the Operating System.     Format the external drive as FAT32 or ExFAT. Both computers will then be able to read and write to it.

    Just open your LG volume up likes its an external HD and drag all photos onto a folder in your macbook Air.

I can't recommend for or against any of them, except iScavenge, which is OK.
    If you are technically inclined the backup is a SQLite database, so a SQLite browser can also open the backup.

    Do the following:
    rename the old library to something other that iPhoto Library.
    copy the library to the Pictures folder on your new laptop.
    launch iPhoto with the Option key held down and select the old library to open it and convert it to the newer version.
    Note:  if the older version of iPhoto was iPhoto 7 (08) or earlier you'll need to download and run the iPhoto Library Upgrader 1.1 on it before opening with iPhoto on your new laptop.
    If you want to merge the two libraries into one library and keep the edited versions, keywords, titles, etc. you'll need to use the paid version of  iPhoto Library Manager to do the merging.
