How can I build up DBMS_SMTP package in Oracle 8i?

Now I 'm developing an application need web mail function.I had read a paper on Technet.Oracle talk about the DBMS_SMTP,DBMS_TCP,and DBMS_HTTP packages,but I can not find any script to build DBMS_SMTP package on \rdbms\admin.
Could u pls gave me a detailed information about setup and use this package?
By the way I can not find the paper I mentioned above on Technet.Oracle.

We have a project which includes about 12 differenct packages. Is there a way in Jdeveloper for me to create a deploy profile to only deploy one package to a *.jar file?
Do I have to re-create a new project ( that's what I am doing currently) simply for deployment purpose?
By the way, click and pick class from more than 100 classes is too much of work. In addition, you don't really know exactly which class you are picking if two classes (in different packages) have the same name.

Due to IT regulations, it is far easier to update these customers by simply replacing the .exe file, than creating an install that their IT department must run.

Creating View
     From initial screen of data dictionary(T.Code: SE11), enter the name of object i.e. view.
     Select view radio button and click on the push button.
     Dialog box is displayed for types of views.
     Select the view type.
     On the next screen, you have to pass following parameters.
     Short text
     In the table box you need to enter the table names, which are to be related.
     In join table box you need to join the two tables.
     Click on the TABFIELD. System displays the dialog box for all the table fields and user can select the fields from this screen. These fields are displayed in the view fields box.
     Save and Activate: When the view is activated, view is automatically created in the underlying database system. As long as the table exists in the database, the view also exists (Unless you delete it).

       In Detail Navigation you can see SAP Netweaver Capabilities --> User Productivity --> Portal and collaboration link, Click on it
       You can find Portal Content Portfolio, Click on it.
       In new window you can find Business Packages
       We have three types of categories:
            1) Business Packages for Every User
            2) Business Packages for Managers.
            3) Business Packages for Specialist.
    When you click on any of Categories, you can find related to that categories of    Business Packages.
     Click on Download   then it will ask for Service Marketplace id and password

First of all an Applet does not have to be "installed" as you would with a normal application. The browser handles the install and execution of the applet.
