How Can I buy Lightroom Mobile?

I tried Lightroom Mobile and found it to be quite useful, but my trial ended and it stopped working. There was no option to purchase the app and the only thing I found was that it is included in a Creative Cloud subscription.
this costs £8.78 per month, which is much too expensive, as I'm an OAP and I have already paid for (several versions of) Lightroom. I have no interest in Photoshop CC, life's too short to spend hours fiddling with my photos.
my question is... Can I just buy Lightroom Mobile?

That's a shame, I'm not going to pay twice for the same software.
I've deleted it from my iPad, now I need to stop Lightroom trying to synchronise with it.

Adobe does not sell older versions of their software. You will have to take your chances purchasing thru some third party vendor if you are able to find one.

When I start Lightroom it says there is a new upgrade avaiable and gives me a link. But every time I go to the link all I get is a link to Lightroom CC. I am NOT a CC user. This has been going on for days! I need a working link or I need Adobe to change the message to something like "Not yet available in Canada".

You don't need to come to the US to purchase a US iPhone. There are already thousands(estimate based on the daily posts we get here), most likely unused sitting in drawers in India right now. Just run an ad in your local paper...you most likely could purchase one or more cheap. They don't work and are all locked to AT&T, but that shouldn't matter...you'll have your US iPhone, no need to travel anywhere. Once you get it, and it doesn't work, don't bother posting here, we can't help you! .

No, it is contract-free (meaning no 2-year contract that you are locked into), but it is not unlocked. Here is what the Apple iPhone 6 site says about the T-Mobile contract-free device:
If you have selected an iPhone for T-Mobile, it will come with the appropriate nano-SIM, but you will need to contact T-Mobile or visit an Apple Retail Store to activate your iPhone.
In order to activate it, you have to select a T-Mobile plan and pay for it (it is monthly). Once the device has been activated, you can use other compatible SIMs with it.
When the unlocked phone is released at a later date, this is what the site says about it:

In the US, Adobe single-app pricing is $20/month and full-suite pricing is $50/month so if you are eventually going to use more than just two apps, it’s more cost effective to buy the entire suite subscription. Do you not also need Premier Pro? Also if you need Photoshop, as you say, there is a PS+Lightroom plan for only $10/month.
So PS+LR for $10/month + AE for $20/month is $30/month unless you need another app, eventually, then you still might as well go with the entire suite.

You can't from Apple, they don't let you buy iTunes gift cards with an Apple Store gift card. You could see if a different store in your country might let you (though they possibly won't), or try selling the card to somebody e.g. family, friend, eBay etc
