In the USA, you cannot.  I believe it is an FCC requirement that all cell phones be enabled to dial 911, even if they do not have an active contract or prepaid service assigned to them.

    It's happened on more than one occasion, where I make a change or an update to the template, and then push out the 25 new Virtual Desktops, and then the client comes back asking for a "little" change....but I'm stuck pushing it out until
    all 25 desktops have been recreated.  There must be a way to interrupt this process (probably leaving a few VM Desktops in an unstable state...which I don't care too much about as it's a pooled collection), update the template, and push it out again with
    the "Recreate All Virtual Desktops".  I do have the concurrency set so it recreates 5 at a time, but that noticeably impacts the users, and I don't want to just push out all 25 at a pop and interrupt everyone's work.  Any ideas?

    That only happens when you are running Windows in a Virtual Machine with OS X as the host. Shut down the VM and restart your Mac.  Once the VM is running again and you insert a USB flash drive you should get that prompt again.

    You do not own the Internet, no one individual does.
    You may be able to remove your data plan from your carrier, if that allow that.
    Contact your carrier to see if they allow use of an iPhone without a data plan.  Some do, some do not.

    Open Activity Monitor in the Utilities folder.  Select All Processes from the Processes dropdown menu.  Click twice on the CPU% column header to display in descending order.  If you find a process using a large amount of CPU time, then select the process and click on the Quit icon in the toolbar.  Click on the Force Quit button to kill the process.  See if that helps.  Be sure to note the name of the runaway process so you can track down the cause of the problem.

    If you are speaking of an iTunes purchase, you will need to contact iTunes Customer Service and explain the situation.     I think that as soon as you click "Buy" and type in your details, the iTunes server is alerted that you have bought the item, even if it hasn't downloaded. Your "purchased" list is based on your account and not your computer so I'm afraid even if you haven't completed the download, you will be charged for it (but if you do now download it, you won't be charged again). This also means that you can't remove items from the purchased list.

    If the speed of your internet connection is slow, this will affect the download time. Also realize that everyone and their mother are trying to download the update as well...servers get taxed to the max and the download can even be slow for those with the faster internet connections.
    That being said, I don't know if it's possible to cancel the OTA (over the air) download. You can effectively force pause it by disconnecting it from your Wi-Fi router until you CAN leave it connected to charge and update. I believe you can go to Settings/Wi-Fi and turn Wi-Fi off from there. Realize though that once you reconnect to your Wi-Fi network, the download will continue.
