First of all have your friend restore the iPad as a new device and wipe it clean for you. Or on the iPad go to Settings>General>Reset>Erase All Content and Settings and this will erase everything from the iPad.

Hi,
I checked your accoutn and found an active subscription. If you wish to reactivate its recurring payment settings using your new payment details, you can easily do so by:
1. Sign in to your account.
2. On the left of the page, click your existing subscriptions, then next to the subscription you want to change, click Settings.
3. Click Change payment method.
4. Select a stored payment method from the Select new payment method drop-down list, then click Save Settings.
5. To add a new payment method, click Add payment method. Select the payment method type and enter the details. Click Save.
However, if you no longer wish to activate the subscription's payment settings, you can easily make a new purchase to add the new payment details.

You need to ask Apple to reset your security questions; ways of contacting them include clicking here and picking a method for your country, phoning AppleCare and asking for the Account Security team, and filling out and submitting this form.
They wouldn't be security questions if they could be bypassed without Apple verifying your identity.

I have managed to forget my answers to the security questions and have changed ISP since I set up my itunes account. I have now locked my account after trying various answers and my only option is to have an email sent to an email account linked to an old ISP that I use to use.
Can anyone please advise what options I have and how I can update the rescue email address so I can get my questions reset?

All of a sudden he hasn't been able to sign in to itunes. He has been trying to change over the email address but it looks like the old email address account has been deleted. From what I understand is that your brother no longer has access to the email being used for the Apple ID. He will be able to change his Apple ID if you follow the instructions in the article below:

There are two options to take care of changing the credit card information. One through iTunes and the other is on your iOS device.
iTunes Store: Changing your payment information

Changing your payment information using a computer
Open iTunes.
Choose Store > Sign In.
Enter your Apple ID and password and click Sign In.
Choose Store > View Account.
Enter your account password and click View Account.
From the Apple Account Information page, click Edit to the right of Payment Type.
Note: You can find the payment methods that the iTunes Store accepts in the Payment Type section. If you don't want a payment method on your account, select None in the Payment Type section.
Click the Done button after you've updated all of your information.
Changing your payment information using an iOS device
Tap Settings on the Home screen.
Tap iTunes & App Stores.
Tap your Apple ID. (If you aren't signed in, enter your Apple ID and password and tap Sign In.)
Tap View Apple ID.
Enter your Apple ID password.
In the Edit section, tap Payment Information.
Update the information that you want to change.
Tap the Done button when you're finished.

Hi:
Log in and click on your user name, then look at the upper the right side of the page.
Click on the triangle to the left of the "More Resources" section.
This will drop down, and give you options.
Select User Settings.
This will now open a page, and in the light blue type on top, follow it along to Contact Information, click on that, and change your e-mail address to what you want, and hit the blue submit button on the bottom right side of the page.
