How can i change my icloud id and pw

Hi
I've being going through several inconvinients with my IPhone4, and now that i think i've fixed most of them and want/need to do a back up in icloud i cant cause i've got to change id and pw of itunes and apple and app store.
Please is there someone who has a good answer for me in this issue?

You can rename your ID and change your password on appleid.apple.com. (You can't rename an @me.com, @mac.com or @icloud.com ID.)
After changing it, to change it on your iPad go to Settings>iCloud, tap Delete Account, then sign back in with the new credentials. This will delete the account and your icloud data from your iPad but not from iCloud. Provided you are signing back into the same account, your data will reappear on your device when you sign back in.
To avoid losing photo stream photos, save them to your camera roll (if not already there) before deleting the account by tapping Edit, tap the photos, tap Share, tap Save to Camera Roll.

I am trying to sync music on my iphone and it doesn't back up while syncing and when done there is a problem with the new music and it has a small cloud next to all the tracks that aren't playing and I dont have the info for my old icloud I had created. Plzhelp

Your personal iCloud account has nothing to do with this. Your ability to sync music to your device is based on your computer being authorized for the ID used to purchase it. When you sync, that authorization transfers to your device as well. There is a limit on the number of different IDs your device can be authorized for. I believe the number is 5. That is, you can have media on your device that was purchase from no more than 5 different IDs.
If that isn't the issue, try posting over in the iTunes forum. They can probably help you figure out what the syncing issue is.
Changing your iCloud ID and password won't help with this issue. Also, just as an FYI, an iCloud ID is also an Apple ID, and you change it the same way you change any other Apple ID.

Your iCloud account ID and password are the AppleID and password you used when you created the account. As fromsouth says, change the password for the AppleID and you've changed it for your iCloud login. You can also change the primary email address of that AppleID if you need to.

Thank you for the help. Every app on my phone was downloaded using my old I-tunes ID. I just hope that they will re-download under my new ID because I still can't change it on my phone. In order to change to the new ID it says I have to sign out from the old ID and change to the new one. My problem is that I don't remember my password to be able to sign out from my old ID. Then the phone says it can change my password through e-mail and I agree but I never get an e-mail at my old address or the new one.

That's definitely not supposed to happen. You shouldn't have someone else's iCloud email linked to your ID.
You'll have to get iCloud support to sort this one out. The only way to contact them is to start here: http://www.apple.com/support/icloud/. You'll have to provide your iPhone serial number. Unless it's within the 90 day free support window, or you purchased AppleCare, there will be a charge. I suppose you can plead your case when they answer that you shouldn't be charged as you didn't set up this address and it shouldn't have happened with your ID.

In order to change your Apple ID or password for your iCloud account on your iOS device, you need to delete the account from your iOS device first, then add it back using your updated details. (Settings > iCloud, scroll down and hit "Delete Account")
Providing you are simply updating your existing details and not changing to another account, when you delete your account, all the data that is synced with iCloud will also be deleted from the device (but not from iCloud), but will be synced back to your device when you login again.
