I have a PC that died. Can My Itunes library be somehow recovered?? through apple maybe??

Depending on what country that you are in you might be able to re-download your music purchased from Apple (and if you are in the US, UK, Canada or Australia then TV shows as well) : http://support.apple.com/kb/HT2519
For music bought from other sites or copied from your own CDs, then unless you signed up for iTunes Match then they won't be stored anywhere by Apple - have you not got a backup of your content on, for example, an external drive ?
In terms of de-authorising your account on the computer, then you can have your account authorised on up to 5 computers at a time, and your account can only be individually de-authorised directly on a computer - though once every 12 months, when you've reached the 5 computer limit, you can de-authorise all and then re-authorise those computers that you still have and need : http://support.apple.com/kb/HT1420

They might be willing to clear your authorizations for you.

    I think it's in your iTunes account settings. I know you can't do it one by one. There is a button that will say "deauthorize all" which will put you back at zero and then you can authorize the ones you want.
