How can I deauthorize my iTunes account on previous computers? As in, I reformated it and there's no way to do so.

I'm using 1 laptop. And this laptop I have formatted it for at least 3 times since last year due to poor maintenance. Anyway, with that 3 times re-formatting, I have been authorizing the same laptop for 3 times everytime i reinstall iTunes on it. My question is how do I deauthorize those previous authorization? I clearly cant deauthorize it manually because I have been reformatting the same laptop 3 times now. Hope someone understand my problem and able to give me solutions. Thanks!

    In iTunes you use the Authorize This Computer or De-authorize This Computer option under the Store menu in iTunes' menubar. For Windows use the ALT-S keys to access it. Or turn on Windows 7 and 8 iTunes menus: iTunes- Turning on iTunes menus in Windows 8 and 7.

    You can de-authorize individual computers, but only by using those computers. The only other option is to "de-authorize all" from your iTunes account.
      1. Open iTunes on a computer
      2. From the Store menu, select "View my Account..."
      3. Sign in with your Apple ID and password.
      4. Under "Computer Authorizations" select "De-authorize All".
      5. Authorize each computer you still have, as you may require.
    You may only do this once per year.
    After you "de-authorize all" your authorized computers, re-authorize each one as required.
    If you have de-authorized all computers and need to do it again, but your year has not elapsed, then contact: Apple - Support - iTunes - Contact Us.

    WithOUT purchasing a Mach or iCloud (I actually think I have one of the later, but rarely have checked it) account, is there anything I can do to responsibly protect my account?

    These are two possible approaches that will normally work to move an existing library to a new computer.
    Method 1
    Backup the library with this User Tip.
    Deauthorize the old computer if you no longer want to access protected content on it.
    Restore the backup to your new computer using the same tool used to back it up.
    Keep your backup up-to-date in future.
    Method 2
    Connect the two computers to the same network. Share your <User's Music> folder from the old computer and copy the entire iTunes library folder into the <User's Music> folder on the new one. Again, deauthorize the old computer if no longer required.
    Both methods should give the new computer a working clone of the library that was on the old one. As far as iTunes is concerned this is still the "home" library for your devices so you shouldn't have any issues with iTunes wanting to erase and reload.
    I'd recommend method 1 since it establishes an ongoing backup for your library.
    Note if you have iOS devices and haven't moved your contacts and calendar items across then you should create one dummy entry of each in your new profile and iTunes should  merge the existing data from the device.
    If your media folder has been split out from the main iTunes folder you may need to do some preparatory work to make it easier to move. See make a split library portable.
    Should you be in the unfortunate position where you are no longer able to access your original library or a backup then then see Recover your iTunes library from your iPod or iOS device for advice on how to set up your devices with a new library with the maximum preservation of data.

    Where are you located?
    Just go and buy an iTunes gift card at any store in your country.
    Then follow all the steps you did, but when it asks you for the credit card number, there shoujld be a GIFT CARD option which will let you load your account witht eh funds form the gift card without providing a credit/debit card #.

    Items purchased from the iTunes Store are permanently associated with the account from which they were originally purchased.  Apple provides no way to change this.

    You can't, well not easily anyway.  The iPad is not meant as a multi account device. 
    You can Sign Out of your iTunes account in Settings->iTunes and App Stores->Apple ID->Sign Out
    However if you sign in with another ID and then download past purchases with it you will lock out the previous ID for 90 days. Which means it will not be able to be used on the iPad for 90 days.

    In case you didn't fully understand what dallon meant, it means another user account on your computer. You set that up in Windows and then instal iTunes onto that account.
    That way, you each have your own desktop and your own itunes. You can link to the songs in the other person's library as well, but you cannot run both iTunes at the same time. (That simply means you need to close it on the first account before opening it on the second account.)
