You can't delete the account, you can just stop using it (sign out on a Mac, delete account on an IOS device). The account itself will still exist.

Although your profile says you're running iOS 5.1.1 it sounds like you're running iOS 7 (otherwise you would not need your password to delete the old account). You can't delete an iCloud account. You can sign-out, or remove the account from devices, computer or related services.

I set-up my iCloud with a hotmail account which is no longer active. How can I delete it?! I do NOT know the password any more and I've written several times to request it with no help from Microsoft. I NEED to restore my 4S but CAN'T without turning OFF the "Find My iPhone" service- blah! I am required to enter the password and have tried EVERY password I've ever used!
If you can't remember the security questions or the pass code (if you have set up 2 step verification), then your options are your rescue address or in some circumstances a call to Apple, but unless they are able to provide Apple some evidence the account is theirs (which is far from the case so far) Apple won't do anything.

I'm not sure you realise where this is going. It should be able to be used, even if the OP has forgotten the password to that account as well as their password to the Apple ID and all the security questions which are questions about them, there is no reason they shouldn't be able to reset their hotmail address receive the reset mail from Apple and unlock their account. -

How can i delete an old icloud account
i have an ipad 2, a while ago i did some updates and somehow managed to create a new apple id and link my ipad to that. i have logged on to apple and changed my user id and password several times. now every time i try and download an app (or try and delete i cloud) it still comes up with the old Apple ID/Email. Does anyone know how i can delete this icloud from my ipad and put the new one on there? i have called apple support 4 times in the last 2 days and no-one can understand why the ipad keeps showing the old account. I have tried restoring ipad that did noting (didnt even delete photos or anything!)
After restoring you should sign in with your new apple-id. Then the iPad should not know the old apple-id at all. So restore it, set is up as a "new iPad" and you should be good. When restoring from a backup it will automatically restore your old apple-id as that is what was backed up. Also note that if you restore through iTunes, then your iTunes should also be signed into your new account as it will transfer the currently signed-in account to the newly set-up iPad.
If a restore didn't delete photo's or anything, then is wasn't a proper restore for new, but a restore from backup.
Note that setting up as a new iPad will delete all your contents. -
