How can I download Find My iPhone on iPhone 4 if it was never installed before? It requires iOS 8. I have read that it will download if a previous version is already installed on device, but it was never installed on mine.

I'm feeling pretty foolish right now. I went into Settings, iCloud and found that Find My iPhone is there and enabled.

    You can't download it, it's a built-in app. If the app doesn't show and it's not hidden via Settings > General > Restrictions, then where did you buy the phone ? It's not available on devices sold in the UAE or Saudi Arabia (and possibly a few other countries) due to restrictions by those countries governments and it can't be installed, including via iOS updates.

    There is no solution other than getting all of your content into a single iTunes library. By design, iPhone syncs or manually manages with one computer/iTunes account at a time.

    You can use the same account on multiple devices, both for use with the stores and for Settings > iCloud - what happened when you tried to use the same account on the second phone ? You should have been able to activate the phone with it and log into iCloud with it.
    If you want to download on the phone the apps that you bought with the other id then you will need to log into that other account on the phone : tap on the id at the bottom of the Featured tab and log out of it and then log in with the other account. But if you use iTunes Match, automatic downloads or redownload an account's past purchases then you might tie the phone to that account for 90 days : http://support.apple.com/kb/HT4627 (so you won't be able to do any of those three things on a different account until the 90 days have completed).
