Read the steps carefully as the order in which you follow them is critical. Note that you can do this only when creating a new Apple ID. You cannot use an existing ID.
You will of course not be able to get anything other than the free apps without entering in some sort of payment method (credit card, prepaid iTunes card, gift certificate, etc.)

If None is not available - On your computer launch iTunes and click "iTunes Store" in the left navigation pane. Click the "down arrow" next to your name at the top right side of the page and click "Account." Enter your username and password and click "View Account" to log into your account information. Next to your Payment Type, click "Edit." Select the "None" button and click "Done." Confirm that your card has been removed by returning to the Apple account information screen. Under Payment Type, it should say that there is no credit card on file.

Have you already established an Apple ID, or are you balking because of the credit card issue? It is my understanding that you can get the Apple ID by specifying NONE when they ask for the credit card information. You should then be able to download free stuff.
Later, if you try to buy something, you will then need to provide a method of payment. One alternative may be to add a gift card to your account. I've seen them for sale at Walmart. That way you can buy things without any worry about someone stealing your credit card information.

If you go into the App Store through your iPad and look to the bottom of your screen, you'll see the words "Featured", "Genius", "Top Charts" and so on. Tap the "Top Charts", and it'll take you into the top Apps but they'll be split by "Top Paid" on the leftside of the screen and "Top Free" on the rightside of the screen. Click on the "Free" button of any App that you'd like to download. You can remove any App that you don't like, so don't be affraid to play around with new Apps.

I just received a new iphone and want to try out some of the free apps on the app-store. i'm used to being able to download free apps w/o itunes within the Droid enviroment. If not then you will need to enter your credit card details. If you don't have a credit card or don't want to enter its details (you shoud be able to remove it after entering it) then you will need to create a new account, and follow the instructions on that HT2534 page when creating it. If you want to use the same email address then you will need to replace it on that account first e.g. by tapping on it in Settings > iTunes & App Store on your phone, via the Store > View Account menu option on your computer's iTunes or via http://appleid.apple.com

2. Go to App Store and select a free app
3. Tap INSTALL APP
4. Create New Apple ID
5. Confirm Your Country

The usual reason for not being able to download is that Premiere Pro (and other video apps such as After Effects) are 64 bit only so they require a 64 bit computer and a 64 bit operating system.
If you're running a 32 bit computer and operating system then you will not see the Premiere Pro icon since the software will not run on your computer.
