How can I download my Apps to a new computer?
I have a new computer and can't download my Apps to it (only my songs). I tried from icloud and nothing.

Download it from exactly the same place you downloaded it previously. If you purchased it from Adobe, you link is still available. If you don't have the email confirmation of your purchase, then log into Adobe.com and go to your account page to look at your Orders.

I mistakenly tried to use the same apple id to set up two phones and two iclouds. After realiing this would not work-I created a new apple id for mine, but it is not allowing me to download the same apps I purchased previously with the other phone. any suggestions?
You can use the same account on multiple devices, both for use with the stores and for Settings > iCloud - what happened when you tried to use the same account on the second phone ? You should have been able to activate the phone with it and log into iCloud with it.
If you want to download on the phone the apps that you bought with the other id then you will need to log into that other account on the phone : tap on the id at the bottom of the Featured tab and log out of it and then log in with the other account. But if you use iTunes Match, automatic downloads or redownload an account's past purchases then you might tie the phone to that account for 90 days : http://support.apple.com/kb/HT4627 (so you won't be able to do any of those three things on a different account until the 90 days have completed). -

You have to be in a country, and have a billing address in that country, to download from its store. You can try requesting that the app be added to the Slovenia store, but unless the app's developer/rights-holder agrees to it then Apple won't be able to sell it there : http://www.apple.com/feedback/itunes.html

If None is not available - On your computer launch iTunes and click "iTunes Store" in the left navigation pane. Click the "down arrow" next to your name at the top right side of the page and click "Account." Enter your username and password and click "View Account" to log into your account information. Next to your Payment Type, click "Edit." Select the "None" button and click "Done." Confirm that your card has been removed by returning to the Apple account information screen. Under Payment Type, it should say that there is no credit card on file.

I have two drives in my macbook pro. How can I download my apps to my second data hard drive instead of my OS SSD drive? Is there a way to point the default directory in the app store to a different hard drive? Certainly for a Mac Pro this makes sense.

If you only want the free apps, take a look here:

Read the steps carefully as the order in which you follow them is critical. Note that you can do this only when creating a new Apple ID. You cannot use an existing ID.
You will of course not be able to get anything other than the free apps without entering in some sort of payment method (credit card, prepaid iTunes card, gift certificate, etc.)

I got some help from an apple assistant on the phone. It is kind of round about way to get in.
Here is what he said to do and it is working for me...
a. on the device that is asking you for the security questions go to "settings", > "store" >
tap the Apple ID and choose view"Apple ID" and sign in.
b. Tap on payment information and add a credit/debit card of your preference then select
"done", in the upper right corner
c. sign out and back into iTunes on the device by going to "settings"> "store" > tap the
Apple ID and choose "sign-out" > Tap "sign -in" > "use existing Apple ID" and you
should be asked to verify your security code for the credit /debit card and NOT the
security questions.
d. At this time you can remove the card by going back in to edit the payment info and
selecting "none" as the card type then saving the changes by selecting "done". You
should now be able to use your iTunes store credit without answering the security
questions.
It's working for me ...I just have to put in my 3 digit security pin from the credit card I am using.
