You can't change the time, which is 15 minutes, after which you don't have to re-enter your password, but I think that signing out of your account when you've downloaded what you want will work : Settings > Store > Sign Out . Or just wait 15 minutes before handing the phone over.

Use Shift > View > Show Exact Duplicate Items to display duplicates as this is normally a more useful selection. You need to manually select all but one of each group to remove. When I want to check my email I put in my address; sometimes the password comes up correctly. Other times it puts in an incorrect password; when I click on sign in I get a message saying "Your password was changed ____ hours [0r days] ago. Then I have to type in the password. Why can't it consistently remember; usually, first thing in the morning it has the correct password, and occasionally throughout the day, but not always. This is hugely frustrating and annoying to me.

You don't want to disable keychain (if there's even a good way to do so), since it stores stuff like certificates and the such. It's quite useful.
Anyways, Keychains>Preferences>First Aid. Check Set Login Keychain as default. When you login, it unlocks the keychain.

It might be helpful for us if we knew exactly which web-mail provider you are using. It seems strange to me that viewing or sending web-mail would actually "need" Java for operation, its more likely that some other item on the web page needs Java to run some advertising or other garbage that isn't a necessary part of the web-mail functionality you want to use.

You need the password if it is iCloud locked you won't be able to activate the phone for use.
