Offline could mean any number of things. The battery ran down and it shut off. It simply has no data connection available. Someone found it and turned it off.
Find my iPhone is a handy feature sometimes, but it is by no means fullproof - no remote tracking system is.
If someone found it and turned it off, they can restore it as new in iTunes and that will wipe it clean, also making it untrackable from then on (since your iCloud account on it would be wiped off by the restore operation).
Sorry, but if it is offline, there is nothing you can do about it remotely.

The problem i have is i want to be able to find any of the iphones or ipads. but they are not all under the same appleid from the point of view of icloud.
Is there a way I can use this facility even though I may want my family to have there seperate icloud accounts for address, mail, etc..

Teh serial number does not do anything to help locate an iphone. It will only help them idetify an iphone that they have in their possession as yours.
It is very unlikely that you will ever get it back.
IF you set up find my iphone on the iphone and it is on and it has not been restored, then you may be able to locate using icloud. Otherwise it cannot be tracked.
