How can I get my purchased content on another computer?

I'm new to iTunes and just recently bought an iPhone which is synced to my desktop computer running Vista Ultimate. When I connect to iTunes on my laptop there is no record of me purchasing music from my desktop or my iPhone. I have several questions about this.
Why isn't the music I've purchased and downloaded on one device available for download on other devices?
Why is it such a crime to have my iPhone synced with more than one computer? At the moment, my iPhone is synced to my desktop at home. It's quite inconvenient since I'm traveling at the moment and cannot add more music to my iPhone other than what I purchase from iTunes directly from the iPhone.
Using the demo version of TouchCopy, I can see that I have a podcast on my iPhone that I synced previously. However, when I try to find the podcast on my iPhone it says I have none.

It has always been very basic to always maintain a backup copy of your computer for this very reason.
Use your backup copy to put everything back.

You can set up an iCloud account on each one (the SAME iCloud account using the same AppleID on each) and then sync via iCloud.

However, an iCloud backup nor sync contains purchased content - that is available for redownload from the iTunes and App stores (so no need to waste iCloud space storing it for you).
So, for purchased content, you will have to download it on each device - just use the same AppleID and download each item on each device.
Without a computer to aid the sync'ing, downloading the purchased content on each device is the only way.
P.S audiobooks cannot be re-downloaded once purchased (all other content can be), so without a computer to save, store and move the audiobook files around, you will only be able to put those on one device - the one you first purchase it on.

By any chance, did you have the Find My iPhone app installed prior to it being stolen?

You can always setup your GMail account on your Mac as a POP3 account, and then flag GMail to mark all messages new. The next mail check would cause your mail app to download all the messages on teh GMail server to your mail client. Once they are in your mail client, you manage them locally in there, and it won't matter if the GMail host account goes away or not, because POP3 works with the local data once it is downloaded form the server.
Be advised that doing this can cause you to redownload thousands (or hundreds of thousands) of emails depending upon your email volume and how long you have been using GMail. If I do this, my GMail wants to re-send close to 6GB of data to me again because I have been using GMail for about as long as it has existed, and I average 100-200 emails a day on that account.

You buy one and only one download of music/vids/tv shows/movies. It is your responsibility to move/copy/backup your purchases.
It has always been very basic to always maintain a backup copy of your computer for just such an occasion.
Use your backup copy to put everything back.
If for some reason you have failed to maintain a backup ( not good), then you can transfer itunes purchases from an ipod: File>Transfer Purchases

You can find the backup files and then copy them to a safe place if you are worrying about this.
iTunes places the backup files in these places:
Mac: ~/Library/Application Support/MobileSync/Backup/
The "~" represents your Home folder. If you don't see Library in your Home folder, hold Option and click the Go menu.
Windows Vista, Windows 7, and Windows 8: \Users\(username)\AppData\Roaming\Apple Computer\MobileSync\Backup\
To quickly access the AppData folder, click Start. In the search bar, type %appdata%, then press Return.
Windows XP: \Documents and Settings\(username)\Application Data\Apple Computer\MobileSync\Backup\
To quickly access the Application Data folder, click Start, then choose Run. In the search bar, type %appdata%, then click OK.
