If you have a rescue email address (which is not the same thing as an alternate email address) set up on your account then go to https://appleid.apple.com/ and click 'Manage your Apple ID' on the right-hand side of that page and log into your account. Then click on 'Password and Security' on the left-hand side of that page and on the right-hand side you should see an option to send security question reset info to your rescue email address.
If you don't have a rescue email address (you won't be able to add one until you can answer 2 of your questions) then you won't get the reset option - you will need to contact iTunes Support or Apple to get them reset.
e.g. you can try contacting iTunes Support : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Account Management , and then 'Forgotten Apple ID security questions'
or try ringing Apple in your country and ask to talk to the Accounts Security Team : http://support.apple.com/kb/HE57
When they've been reset (and if you don't already have a rescue email address) you can then use the steps half-way down this page to add a rescue email address for potential future use : http://support.apple.com/kb/HT5312 . Or, if it's available in your country, you could change to 2-step verification : http://support.apple.com/kb/HT5570

I got some help from an apple assistant on the phone. It is kind of round about way to get in.
Here is what he said to do and it is working for me...
a. on the device that is asking you for the security questions go to "settings", > "store" >
tap the Apple ID and choose view"Apple ID" and sign in.
b. Tap on payment information and add a credit/debit card of your preference then select
"done", in the upper right corner
c. sign out and back into iTunes on the device by going to "settings"> "store" > tap the
Apple ID and choose "sign-out" > Tap "sign -in" > "use existing Apple ID" and you
should be asked to verify your security code for the credit /debit card and NOT the
security questions.
d. At this time you can remove the card by going back in to edit the payment info and
selecting "none" as the card type then saving the changes by selecting "done". You
should now be able to use your iTunes store credit without answering the security
questions.
It's working for me ...I just have to put in my 3 digit security pin from the credit card I am using.

If your device is signed into an old ID of yours that is an earlier version of the ID you want to sign in with, do the following:
If you are using iMessage and FaceTime, make sure you are signed into these services with your current ID. If they are signed into the old ID, go to Settings>Messages>Send & Receive and Settings>FaceTime, tap the ID, sign out, then sign back in with your current ID.
Then temporarily recreate the old ID by going to https://appleid.apple.com, click Manage my Apple ID and sign in with your current iCloud ID. Click edit next to the primary email account, change it back to your old email address and save the change. (You should not have to verify the old email account so it doesn’t matter if you no longer have access to it.) I never set up any security questions for my apple ID and I was asked on the app store to sign in and answer my security questions, I never made any in the first place and it came up with questions that I didn't know. This whole security question crap is a hassle. If I wanted to talk to someone on the phone to have some dumb questions reset, I would call them. Why can't they just send it in my dang e-mail. So forget it. I'll just forego the purchase.
