HOW CAN I INSTALL PROGRAMS AND FEATURES AFTER INSTALLING NEW OS HAVE WIN 7 HOME PREMIUM

TRIED 2 DO SYSTEM RESTORE LOST DISC PAID SO KEPT SAYING INSERT RECOVERY DISK NOMATTER WHAT I DID SO PAID HP 169 BUCKS 2 FIX THEY INSTALLED NEW OS NOW MISSING ALOT OF PROGRAMS, CAN I DOWNLOAD THEM OR DO I NEED A WIN 7 DISK?? PLEASE HELP
