When the login screen appears, login to your administrator account.
If you have set up automatic login, click your standard account name in the menubar and choose the Administrator account.

Syncing your phones to the same iCloud account won't cause them to both ring all the time, it only puts the same contacts, calendars, and other synced data on the phone. The phones will only ring with someone calls the number associated with the phone.
If you want to stop using iCloud on one or both of the phones, go to Settings>iCloud, tap Delete Account, then choose Keep On My iPhone when prompted. This will disconnect them from iCloud and keep a copy of the synced data on the phone.

You need to return it to the seller and get your money back. You cannot reset or use the device with another AppleID installed unless you know the password for that ID.

The best method is to create a new user for you so that way it is a brand new iTunes library so you can see what has been purchased. Firstly, you refer to "WebDB administrator" and "WebDB 1.6". This is not WebDB. You're confusing this with an entirely different product released in the late 90's.
You don't say what your specific error is. But the file does not exist errors in your Apache error log look suspicious. It looks like you have not copied the images directory from the HTML DB 2.0 distribution.
