Is it possible to have 2 icloud accounts on 1 computer? I'm trying to find directions on how to back up my husband's contacts onto his icloud using 1 computer without losing any of my own backed up information from my own icloud account.

If you mean iCloud backups, that has nothing to do with any computer. The backup is stored in iCloud, and it goes from the phone to iCloud backups without a computer being involved. So all you need is two Apple IDs.
But if you mean sync the contacts to iCloud so you can view them on the computer rather than just back them up it gets trickier, as the logged in user on the computer is only associated with 1 iCloud account.
If you want to be able to view the contacts on the computer the easiest way to do it is with 2 user accounts on the computer. The alternative is to associate the computer with 1 iCloud account, and access the other one with a web browser at https://icloud.com.
Finally, another, new, option to consider Family Sharing. Make one Apple ID the master and the 2nd one a Family Share. This allows all content and apps to be shared, and also shares a common calendar and allows all devices to be tracked with a single ID and Find my iPhone.

If your device is signed into an old iCloud ID that is an earlier version of the ID you want to sign in with, do the following:
If you are using iMessage and FaceTime, make sure you are signed into these services with your current ID. If they are signed into the old ID, go to Settings>Messages>Send & Receive and Settings>FaceTime, tap the ID, sign out, then sign back in with your current ID.
Then temporarily recreate the old ID by going to https://appleid.apple.com, click Manage my Apple ID and sign in with your current iCloud ID. Click edit next to the primary email account, change it back to your old email address and save the change. (You should not have to verify the old email account so it doesn’t matter if you no longer have access to it.) Now go to Settings>iCloud, turn off Find My iDevice and enter your current password when prompted (even though it prompts you for the password for your old ID). Then save any photo stream photos that you wish to keep to your camera roll (unless you are using iCloud Photo Library). Depends on what you trying to setup but for purchases, you can roll down at the very end of the iTunes/AppStore pages to logout of your current account and then login into a different one. Then your purchase will be billded to this new account. Everything will sync as you used to but in order to use the purchased content in iTunes or other devices, you will need to authorize them (you can have up to 5 devices authorized for an account).

As currently designed, you cannot. Once iCloud detects you are on mobile Safari, it switches you to the iPad screen.
If you had another browser that would allow you to pretend you were a desktop Safari client, ie8 or 9, or Firefox, that might work.

You can have only one iCloud "user configuration" per local user on the Mac. Who the local user belongs to doesn't mind. Since it's a local user it's not related with who actually uses it. So let's say you want to set up Photo streaming using your iCloud user, just configure iCloud (under System Preferences) the same way you did on your phone and you're done.
But, beware: if you're only interested in synching photos, uncheck everything else when configuring iCloud on the Mac, otherwise you will merge, for example, your husband contacts, calendar and mail with those on your phone.
If you want to avoid any problems you can easily create another local user on the Mac with your name, under System Preferences, System, Users & Groups. After you create the user, logoff. The Mac will ask if you want to disable autologin (since there's more than one user that can log in now), answer yes and you will be presented with a logon screen. Click on your account name, insert the password and configure iCloud to sync with your phone.

You can't.
Return the phone to whoever you bought it from and get a refund. Without the previous owners password you will not be able to enter your own iCloud acount, and when you update the phone, you won't be able to re-activate it as it will be locked to the previous owners account.
You should've checked the phone was not locked to someone else's iCloud account BEFORE buying it.
