How can I move my iTunes library to a new computer?

I have got a new computer, and wish to move my itunes library and sync to my new computer, without installing touchcopy or any third party software. Is there any way to do this?

Use Migration Assstant to move all content from an old computer to a new.
For iTunes alone:
iTunes: How to move [or copy] your music [library] to a new computer [or another drive] - http://support.apple.com/kb/HT4527 - a somewhat bewildering and not always easily understandable set of options.
Quick answer if you use iTunes' default preferences settings:  Copy the entire iTunes folder (and in doing so all its subfolders and files) intact to the other drive.  Open iTunes and immediately hold down the Option (alt) key (shift on Windows), then guide it to the iTunes Library.itl file in the moved iTunes folder.

If you put it in the default location of Macintosh HD > Users > *User Name* > Music  then you don't even need to start with the option key held down, iTunes will automatically look for it there.  (Make sure there isn't anything already in the iTunes folder there that you want to keep since you will be replacing it with the one you are moving.)

    Why didn't you transfer your iTunes library from your old computer to youir new computer along with all other important data, and where is the backup for your old computer that should include your iTunes library along with all other important data?
    Photos transferred from your computer are optimized for viewing on your iPhone via the iTunes sync/transfer process - the original resolution of these photos is reduced. This is why Apple doesn't provide a way to transfer these photos in the opposite direction and why photos available on your computer should be included with your computer's backup along with all other important data - iTunes library, documents, etc.
    There are 3rd party paid utilities that provide for transferring these photos in the opposite direction but the original resolution of these photos will be forever lost, and the same for transferring music from your iPhone that was not purchased from the iTunes store.

    I recenlty bought a new computer, a Windows one and my old computer was a Mac.   I am trying to move my itunes library to my new computer, however, I do not know how to do this.  I downloaded itunes on my new HP and I have logged in to itunes and have authorized this computer on the account.  I cannot seem to find any of my songs or how to bring them up in my itunes account.  I do not have my old computer in my presence.  If someone has an idea, please let me know.  I just want to listen to my music!!

    You may well be able to recover your library and media from your old drive if you place it in an external drive bay and connect it to your new computer. Otherwise see Recover your iTunes library from your iPod or iOS device.

    Easy. Copy it from the old Mac to the new one.
    There are a variety of techniques including Setup Assistant (as soon as you get your new MacBook Air, it will ask you if you want to transfer information from another computer), Migration Assistant (if you elect to transfer information later), enabling file sharing between the two computers, or copying your music to a flash drive or other storage device followed by importing it to iTunes.

    Once your music library and everything else you want to transfer from the MacBook Pro resides on the new MBA, sync your iPod to the MBA. Sync the iPhone too when you get it, and they will both have identical iTunes music libraries.

    It depends on what you mean by "died".
    If the old computer is a Mac, you can try starting it up in "Target Disk Mode" - it doesn't attempt to start up like a computer, it pretends to be an external hard drive so it might work even if your old computer still has power (even if it's otherwise unusable). You then use a firewire cable (or or firewire to thunderbolt adapter) to plug the old computer into the new one, and can copy the music off the old hard drive.

    Or, if you're handy with a screwdriver, open up the old computer and take the old hard drive out. How easy that is depends on what model computer it is. You can then pop the hard drive into an "external enclosure" (about $20 from any computer parts store), plug that into your new computer's USB port and copy away - and you even get to keep using the old hard drive as an external hard drive. But that's assuming it really is the computer that "died" and not the hard drive itself.
    Finally, if it's the hard drive in the old computer that died, but the computer itself is still good, you can try using a utility like DiskWarrior or TechTools Pro to try to recover the old hard drive, then use one of the above methods.
