Your phone is in recovery mode. Did you plug it to the computer running itunes? What happend?

Put it in recovery mode to restore, you'll get the option to reset the passcode during this process.
iOS: Wrong passcode results in red disabled screenand iOS: Recovery mode
If you have previously synced your device with iTunes
You may be able to reset the passcode by restoring the device.
Connect the device to the computer with which you normally sync and open iTunes.
Note: If iTunes prompts you to enter the passcode, try another computer that you have synced with. Otherwise, go to "If you have never synced your device with iTunes", below.
Right-click the device in the left column and select Back up.
When the backup is complete, select Restore.
When finished, restore from your most recent backup.
If you are using Find My iPhone, you can use Remote Wipe to restore your device. If you have been using iCloud to back up, you may be able to restore the most recent backup to reset the passcode.

See this http://support.apple.com/kb/ht1212, but if that doesn't help, the only other way to get past this is to restore the phone on the computer you normally sync with to your latest backup. This will remove the passcode.

Try contacting something such as General Service, or International and see if you can get them to help. The AT&T policy has been that they will only unlock an iPhone for a customer in good standing who has had a service contract for at least two years. Talk with them and see what the result is.
