im trying to pay for some songs and ringtones on my iphone 4, but i cant figure out how to pay for them through my phone bill. help?

How exactly are you trying to download it ? You might (depending upon what country that you are in) be able to download your past music purchases via the Purchased tab in the iTunes store app - selecting the music in there and tapping on the cloud icon should download that track/album into the Music app. Is that how you are trying to do it and it's not working ?

I realize what I am about to write sounds a bit weird: to change the term of a Skype Number subscription, we need to permit it to expire, or in other words, reach the end of its term. Your Skype Number will be held on account for you for 90 days following the expiration date, so you can sign in even on the same day you receive the e-mail stating your Skype Number subscription has expired, to reinstate the subscription and change the term.
I had to ensure I had enough credit on account so my renewal would process successfully; if you plan to renew for a year and use credit for your payment method, remember to add enough credit to cover the cost of the annual subscription. You could also change your payment method at the time you reinstate/renew your Skype Number subscription.

Got it! Thanx. What I did was go to my account, check that they had my new ID and Password which they did, then hit reset button. All fixed.

If you tried to make a purchase from Apple.com, they offer you the opportunity to add a second credit card if you have one. If you do not have one, then you need to contact the back or institution that handles your credit card for them to approve the purchase.

Just click on the song's/album's price button and it should automatically be deducted from your balance - you can't specify how items are charged, it's automatic.
The only time that your credit card should be charged is when gifting, you can't use your balance for that, or if your balance doesn't cover the entire price (in which case the remainder would be charged to the card).

I used to live in Hong Kong, so my iCloud ID is under HK.
Recently I moved to Canada, so I made an account for the Canadian App Store, and only have a credit card on that account.
I wanted to buy 20GB on iCloud, but it's showing me the rates in HKD. How can I get it to pay with the CA account in CA rates? If this involves switching iClout account, how do I do it and how can I transfer the back up?
Also is it possible to pay using debit? I would much prefer to pay with debit.

Adobe told me everyone that has a subscription must have a credit card to pay.

A debit card, if it can be used as a credit card, can be used to pay for anything online. If he's using his debit card to pay for his CC account then it is possible. The rep may have just been referring to using a checking account being a method that isn't possible.
He needs to stop using his debit card to pay for anything online as debit cards are unsecured so if someone were to acquire the card number they could clear out his checking account and your son would be unable to do anything about it.
