How can I REALLY downgrade my iCloud storage?  HELP!

How can I REALLY downgrade my iCloud storage?  Apple is trying to scam ppl out of $$. They will NOT allow you to downgrade per their instructions.  It ALWAYS says the iCloud manager is not available, try later.  Here is what my email says:
This is a reminder that on 03/03/2015 you will be charged $10.99 for your 20 GB storage plan using your Visa •••• (deleted). If you do not wish to be charged, you can cancel by downgrading to the free storage plan from your iOS device, Mac or PC.

I'm so disappointed that all my products are currently Apple and now I down't trust them as far as I can throw them.  There is already a class action suit in Florida for the icon taking up 23% of users' available space, now they are trying to charge me $$ yearly when I do NOT need the space?  Shame, Apple.. Steve Jobs must be rolling in his grave about your unethical business practices... This does NOT work:

No... the "done" button will not light up, and it says the iCloud manager is "not available at this time.  Try again later."  This is a known problem... fix it.

Thank you Roger!  Going into my iTunes at least allowed me to delete my credit card info so they can't charge it.  In the meantime, after 2 calls I finally got connected to a Senior Advisor from Apple who was able to manually go into my account and remove the automatic charge to my credit card.  After sharing my screen, she was able to see the issue many others are having being unable to downgrade.  There is a bug in the system that tells you the manage storage is "unavailable at this time".  She followed me through several of these threads and realized it is actually an issue.  She took all the relevant information and will submit a bug fix request.  She even admitted that goal and apple were having an issue syncing to the correct time zone at that there was no know fix at this time.  While frustrating, the honesty was refreshing.
Thank you SO much for you quick response on this!  My apologies for my tone; this was my first time using this forum.  I went through Apple support and didn't realize that there are no Apple employees on here.  I was on the line with someone from customer service that wasn't as helpful at the time and was very frustrated..
Thanks again for your help!  To all others having this problem, keep calling Apple tech support until you get a Senior Advisor - they will help!!  The advisor even told me to tell people to call in and that they need to manually downgrade on their end until they get this issue resolved.

    I had a lot of problems with my iPhone 4S that appeared immediately after my warranty expired. My phone was not recognized by any other computers or devices--not just by iTunes, but by the computer itself. I tried every fix for that, but was unsuccessful. I tried a Dropbox app, but attempting to upload 7000 pictures at once kept crashing it and I didn't have time to deal with it manually. After all that, my iCloud account on the computer said that I couldn't view the pictures unless I upgraded my device to iOS8, which kind of messed up the entire plan. I decided though that since both my phone and PC desktop iCloud account said that I had 10G of pictures in the cloud, it was there, so I'd just access everything when I activated my iPhone 6. Well, now I have my iPhone 4S off and my new phone set up, with every possible photo sharing option turned on everywhere I could find but online and on my phone, it says the pictures are "in there" but that my iCloud photos and drive are empty, so I can't actually view or access them! What gives?! My new phone is working fine, but I'd rather not lose over 7000 pictures!

    UPDATE: all that is in my drive is my "Mail" accounts and a BACKUP when I go to manage data. Is there any way to get photos a set of backup data if they were not added picture by picture to the photo stream? When I click on the options for the Photo Steam in iCloud, nothing happens (because it thinks it's empty, I'm assuming). Are these now a different file type that is inaccessible? The device on which these were taken and are stored is deactivated so I cannot use cellular data on it anymore.

    Below is all the apps set to back up to your cloud, turn off and delete stored data from any App you like.
    Below each App is the amount of cloud storage is uses.
    Usually Photo and video are the GB hogs.  Use dropbox on your iPod, iPad and computer to automatically download photos you take daily, so they don't need to be backed up to the cloud.
    Mapping apps take up a ton of storage.
    Books don't usually take up much data, but you may have 1000's while I have a couple dozen.

    Your iCloud storage is linked to your Apple ID, you can't unlink the devices unless you use separate Apple ID's for each device. That's not a good idea as you will have to pay for the same purchases twice on each device and you don't want to do that.
    Backup with iTunes where the size of you backup is only limited by the a amount of available space that you have on your computer, buy more storage in iCloud, or .... and this makes no sense either but it is a possibility ... remove one of the devices from iCloud and backup one in iTunes. If you are going to backup with iTunes, backup both devices with iTunes and leave iCloud alone.
    You don't need to backup with iCloud if you backup with iTunes and you can still download your past purchases without having to actually use iCloud for backups.

    Actually, I have found that this is very possible, combining several other tips from around the web, though perhaps not easy.  I am using Moutain Lion.  I am assuming that you have already activated and signed into iCloud previously.  Here are the steps for creating a cloud storage location that you can drage any file into, and access from any of your Macs:
    1) Create a new folder in the directory that is synced with iCloud.  Start by opening a Finder window, and going to the ~/Library/ directory.  Do this by typing Shift-Command-G while the Finder is open, and typing ~/Library in the goto window.  Next, open the directory "Mobile Documents".  Finally, Control-Click inside the Finder and select the "New Folder" option, naming it whatever you like -- I chose "iCloud".
    2) Step two is about creating a shortcut to this iCloud folder in the Finder.  You cannot directly drag the iCloud folder into the Favorites section of the Finder, but you can do this:  Control-Click on your new folder, and select "Make Alias".  Now, drag this alias over to your Favories panel in the finder.  You will be prompted whether you really want to move the Alias out of iCloud: Say "Yes".  Now, delete the Alias -- you don't need the original instance of it any more. (Alternatively, you can skip to the end of step 3 and drag the symbolic link into the Finder Favorites)
    3) Step three is about being able to access this iCloud folder from the Unix command line, and from the Desktop GUI.  Open a Terminal window (Launchpad => Other => Terminal).  By the way, I recommend putting the Terminal into your Taskbar, if it isn't already.  You should be in your home directory ... to verify, type "cd" and press Enter.  Now, create a Unix symbolic link (an Alias won't work for this) to the actual location of the iCloud folder:
    Type "ln -s ~/Library/Mobile\ Documents/iCloud/ iCloud" and press enter.  The command should be entered precisely, I recommend cut and paste.  The first character is a lower case "L" and there is a space after the backslash between "Mobile" and "Documents".  You should now have a symbolic link to the iCloud folder created.  To view it in the Finder, go to your home directory: Shift-Command-G, and then enter "~/" into the window.  You should see a folder called "iCloud" there, with a little arrow animation in the corner.  You can drag this into the Taskbar to have a permanent clickable shortcut.  You can also access the contents of this folder through the terminal.  From your home directory, just type "cd iCloud" and press Enter.  You are now in the iCloud folder (or more properly, your local version of it), and can use the usual Unix tricks ... "ls" to list contents, "mkdir ABCD" to make a new directory called "ABCD", "mv a.txt b.txt" to rename a file "a.txt" into "b.txt", etc.
    4) Step four is about accessing this folder on other machines.  On a second Mac, repeat all of the steps above *EXCEPT* for creating the New Folder in step 1 ... it already exists, but you can get it into your finder bar, and create sym-links in the same way from there.
    The great thing about this is that when you work, you are editing a *local* copy of the file, so you can work offline if you like.  Then, whenever you have internet access, the *actual remote* cloud copy of any new or modified files is uploaded.  Likewise, updated files are downloaded from the cloud to get your local files into sync.  You have the benefit/safety of a local hard copy, AND the portability (and extra safety) of cloud storage.  It's exactly what I wanted, and it works like a dream.  Plus, time machine can back up your *local* copies, to maintain version history.  I'm not quite sure what happens if you try to simultaneously edit a file from two places, but don't do that.

    If you migrated your MobileMe account before 1 August you should have signed into System Preferences>iCloud with it, and you would be able to see your calendars, bookmarks and emails on the iCloud website. Is this the case? Did you sign into iCloud with your @me.com address?
    If you did not migrate your MobileMe account you can no longer do so.
    If you did migrate, did you do so from a full MobileMe account or from a Family Pack sub-account? the latter did not get the complimentary storage (because their iDisks were only 5GB anyway).
    If you had a full MobileMe account, check on your Mac - System Preferences>iCloud - and see whether that shows the upgrade. If it doesn't, you probably need to contact Support: if you currently happen to have AppleCare, either because you recently bought Apple hardware or have paid to extend the inititial period, you can contact them here:

    You will need the serial number of the covered hardware.
    If you are not covered by AppleCare, then - in common with other free email services - there is no free support (MobileMe Support is no longer available) and you may be asked to pay a fee: in this case you should ask them to deal with it without cost (and hope they agree).
    Note that you haven't paid anything for your MobileMe storage since your first renewal date after 6 June 2011, and iCloud costs nothing unless you specifically choose to upgrade the storage.     Unfortunately, iCloud does not offer equivalents to Mobile Me’s iDisk, Gallery or Web Hosting services. You will need to find a third party solution to replace these services. You might consider DropBox, SugarSync, MediaFire or any other service that offers online storage. (not all these alternatives offer all the services previously provided by iDisk)

    Try to create one. If it's taken you will get a message saying so. Of course only try this with an address you really want since if you can create it you won't be able to delete it if it's the main account address.
    In theory you can check email addresses by using 'Finger' but it's not in the least reliable and doesn't seem to work with iCloud at all (and many ISPs simply refuse it). 'Ping' will return a positive whether the address exists or not (it checks the domain only).
