I can't reset the iPad without the restriction password and my mom doesn't remember the pass word

Unfortunately, your options are limited. If you have been backing up your iPad, you could restore an old backup that was made before you added the restrictions passcode. If you don't have an old backup without restrictions, then the only thing you can do is restore your iPad to the factory settings.
I know that's not the answer you want to hear, but I hope it answers your question.

another method besides the one I have already tried?If your iPad is running iOS 7, there is no way you're going to be able to regain access to your iPad without the password for the Apple ID used by that iPad. You cannot even restore the iPad to factory settings without the password. This is an anti-theft feature.
You will need to contact Apple and try to regain control of your Apple ID. It is entirely possible, however, for the hacker to make changes to your Apple ID that would make it difficult or impossible to do that. You need to act as quickly as possible! -

I just fixed the same problem. Here's what to do.
Click on the finder, then scroll across to the GO on the top menu bar, but also hold down the option or alt key while you do this.
scroll down the go menu to library and highlight library.
the library folder will open
go to the keychains folder and open it
in the keychains folder, then click and drag the blue folder that has all the letters and numbers for a title like "A2CEEE274-....."
drag this folder to the desktop
now restart your machine
when the machine restarts, you should see the keychains folder still open with a new folder in it that looks just like the one you dragged out onto the desktop
throw the one on the desktop out in the trash
You just reset the keychain folder so the new mavericks update could recognize it correctly, by the way apple customer support mentioned the reason this was happening was due to the update, and this is the standard fix. The apple keychain access pw should be your apple id or logon password.

Reset Password starting from Recovery HD
Start the computer,then press and hold down command and R keys to start into recovery partition.
When you see the Apple logo, release the keys.
Wait until OS X Utilities window shows up.
Move the mouse to the menubar at the top and click "Utilities", then select "Terminal"
from the drop down.
Terminal window will appear.
Type in resetpassword and press enter on the keyboard.
Leave the Terminal window open.
Reset Password Utility window will open with Macintosh HD selected.

Enter a new password.

Resetting User Password in Lion, Mountain Lion & Mavericks
Boot into your Recovery Partition by hold down the Command and R keys whilst booting.
When the Recovery screen appears, go to the Utilities menu and open Terminal.
In Terminal, type:
resetpassword
...a small app will open and allow you to choose the user for whom you want to change the password. If you are the admin, be certain that you choose your admin user. Type in your new password twice and give yourself a good hint. Click OK (or Done or whatever) and reboot, enjoying the use of your new, hopefully memorable, password.
