How can I restore my iCloud back-up following reduction of storage amount on 1 Oct 2013?

As a former Mobileme member, my free storage plan was reduced to 5Gb on 1 Oct 2013. Before that, I had around 5.2Gb of iCloud backup size. Today (less than 1 month after 1 Oct) it shows a new back up of just 100Mb. What happened to my earlier back-up (the one rolling over from iOS 6 etc.)? iCloud's notification email says back-up "will temporarily stop working" and that's all.
I have now increased my storage buying 10 extra Gb of iCloud Space and my back-up (which was circa 5.2Gb before reduction) has not restored. What happened to it and how can it  be restored?

No, you have to erase the device to restore from iCloud backup.

    You can't merge the backups, you'll have to delete the backup of your old phone.  If it says it's currently in use when you try, that will normally clear up on its own but may take 3-5 days to do so.  Give it a few days and try deleting the old backup again.
    In the meantime, you can create a manual backup of your new phone on your computer by connecting it to your computer, opening iTunes, clicking on the name of your phone in iTuens, going to the Summary tab of your iTunes sync settings and clicking Back Up Now.  Also go to File>Devices>Transfer Purchases.  Then you'll be safe until you can start backup up to iCloud again.

    Your Apple service centre is very good.. they mostly refuse to help in any way.
    You need a USB to sata converter cable and power supply or a USB disk holder.. SATA type.. although that is pretty universal now.. they are only a few dollars from most large computer stores or ebay. Plug the usb drive into the computer and copy the contents over to the TC. using ethernet will help btw.. if you only have the air buy a USB to ethernet or Thunderbolt to ethernet (if you have the latest one).. they are available from apple at reasonable prices.

    If it is in recovery mode, there is nothing to do but restore.  It is too late to salvage data on the device.

    First, I would plug the phone into a wall outlet to make sure you do not loose power during the restore. If you had a lot of information on your iPhone like apps, music, movies, etc it will take a while for all that information to e restored.
    Second, restore the device and erase all content through the phone and not through iTunes. For some reason if you do a restore through iTunes it skips the restore from iCloud backup. Go to Aetting -> Generally -> Reset -> Erase All Content and Settings. It will take a few minutes to complete this process.
    Third, once e Erase All Content and Settings is completed, setup the iPhone through he Wizard.
    Fourth, select restore from iCloud backup.
    Fifth, wait for the resotre to be completed.
    Finally, enjoy your restored phone.

    If you read that first article (or the first web site) you will notice that you have to restore from an iCloud backup on the device itself and in order to do that you have to erase all content and settings to make the device "new" again.

    I understand your intention is to give this computer away. If you were selling it, not having the original install disks dramatically lowers its value.

    Deleting a backup only permanently deletes the backup from iCloud, freeing up storage space in your account.  It doesn't do anything to the data currently on your phone.  If you no longer need the backup, go ahead and delete it.
