What part of your money do you hope to get back? It is surely unlikely that you'll get a return on any part used months, and as far as I know, you can only pay a month at a time. Did you agree to a full year subscription to get the reduced rate?

Is the app not working as described ? All purchases are considered final, so if the app is working as described then you are probably unlikely to get a refund.
If it isn't then have you tried deleting and redownloading it via the Purchased tab in the App Store app on your phone, and if that hasn't fixed it then you've tried contacting the develeper ?
