How can I safely purge my slow Safari?

My edition of Safari, running under Mavericks 10.9.5, has been getting noticeably slow this last month or so, especially in resolving websites to screen. In fact, sometimes Safari will fail to acquire even a reliable site and will instead stall. I thought this was possibly a DNS problem on my setup but, having thoroughly checked out my router settings and network settings in the machines that I run, this is definitely not the case. Indeed, accessing the self same websites on a separate Windows machine has revealed no problems. So clearly Safari (v.7.1.2) is, for whatever reason, running slowly. I don't think I'm alone in this. I might add that I run no browser extensions and generally try to keep a clean machine, so this is very unlikely to be caused by any third-party software.
Possibly, on my Mac some cached areas of Safari are overflowing and are now causing this slowdown. Word has it that, unlike many other browsers, Safari doesn't manage the cached areas too well and so can eventually get slow. So, how can I deal with them without losing, for example, all my Privacy settings (websites that are allowed to set cookies), all my Reading List of regularly-visited sites, and for that matter my personalised layout of Safari? I see that there are several functions within Safari for doing purging, but I've no idea as to precisely what each one does.
For instance, what does Reset Safari do? (Safari/Reset Safari). Presumably, if I used it, I'd lose all my Safari settings?
In the Develop menu, there's Empty Caches. But which particular caches would this clear? And again, would I lose all personal settings?
And how about History/Clear History? Seems a good chance I'd lose all websites on my Reading List.
I've seen it suggested in another forum thread that the folder Library/Preferences/System Configuration should be deleted and allowed to re-form with a Restart, but looking at the normal contents of that folder it doesn't particularly strike me that re-forming it would be of any help in this context.
I've reported the slowness to Apple via their Feedback webpage, just in case the problem lies instead at a software design level. But of course you get no response from Feedback. Certainly, the latest Safari update, 7.1.2, downloaded a couple of days ago, has made no difference to this.

Please answer as many of the following questions as you can. You may already have answered some of them. In that case, there's no need to repeat the answers.
Back up all data before making any changes.
Have you restarted your router and your broadband device (if they're separate) since you first noticed the problem? If not, do that now and see whether there's any change.
If your browser is Safari, then from the Safari menu bar, select
          Safari ▹ Preferences... ▹ Privacy ▹ Remove All Website Data
and confirm. If the Downloads button (with the icon of a downward-pointing arrow) is showing in the toolbar, click it and then click Clear in the box that appears. The download history will be removed. Any change?
If you're running OS X 10.9 or later, select the Advanced tab in the Preferences window and uncheck the box marked
          Stop plug-ins to save power
Any change?
Quit and relaunch the browser. Any change?
Enable guest logins* and log in as Guest. Don't use the Safari-only “Guest User” login created by “Find My Mac.”
While logged in as Guest, you won’t have access to any of your documents or settings. Applications will behave as if you were running them for the first time. Don’t be alarmed by this behavior; it’s normal. If you need any passwords or other personal data in order to complete the test, memorize, print, or write them down before you begin.
Test while logged in as Guest. Same problem?
After testing, log out of the guest account and, in your own account, disable it if you wish. Any files you created in the guest account will be deleted automatically when you log out of it.
*Note: If you’ve activated “Find My Mac” or FileVault, then you can’t enable the Guest account. The “Guest User” login created by “Find My Mac” is not the same. Create a new account in which to test, and delete it, including its home folder, after testing.
Are any other web browsers installed, and are they the same? What about other Internet applications, such as iTunes and the App Store?
If other browsers and Internet applications are also affected, follow these instructions and test. Any change?
If Parental Controls is active for any user, please turn it off and test. Any change?
If only Safari is affected, launch the Activity Monitor application and enter "web" (without the quotes) in the search box. If a process named "Safari Web Content" is shown in red or is using more than about 5% of a CPU, select it and force it to quit by clicking the X or Quit Process button in the toolbar of the window. There may be more than one such process. Any improvement?
Follow the instructions in this support article. Any change?
Open the iCloud preference pane and uncheck the box marked Photos, if it's checked. Any change?
Are there any other devices on the same network that can browse the Web, and are they affected?
If you can test Safari on another network, is it the same there?
If you connect to your router with Wi-Fi and you can also connect with Ethernet, do that and turn off Wi-Fi. Any difference?

    leroydouglas is correct, DO NOT install Norton or any other commercial anti virus software.  They all work very poorly with Macs.  If you insist on AV software, consider Sophos, it is free.

    Thank's for your efforts, and I just wish that this was the solution.  Unfortunately, it isn't because, after double-clicking on the pdf in the website, it simply "opens" in another Safari window as a black screen - the pdf is there, somewhere, but not visible (either as an icon, or as a document). 
    When I right-click in the black Safari window, where the file is supposed to be, the only option available to display the file is to "Open file in Internet Explorer" (which is not what I want to do).  Other options include saving or printing the pdf, which I don't want until I've confirmed that it's the form that I want.  The same options are offered if I right-click on the file icon in the website.
    Any other suggestions, please?

    How can I change the settings in Safari to list the open windows chronologically instead of alphabetically?  I keep a lot of open windows e.g., 25 windows and many tabs on each) and like to work between a few at a time.  The problem is that Safari reorganizes windows alphabetically.  Once I open a new window, it take a while to find the windows I'm looking for.  Chrome and Firefox list the open windows chronologically which I find much easier.  The newest windows are at the bottom of the list.

    The only real and safe way to do this is to do it manually  looking through each folder individually.
    Many third party utilities claim to clean out a hard drive of various detritus, but some times will delete data that it shouldn't  and delete any other  important data that it shouldn't have.
    The only "safe" way to accomplish what you need to accomplish is to do this manually.
    Stay away from the OS X system folder!!!!!

    You can download an app called OmniDiskSweeper.
    This app will allow you to see where files maybe able to be delete are located.
    If your Mac is running a fairly recent version of OS X, here are some general guidelines.
    Follow some of my tips for cleaning out, deleting and archiving data from your Mac's internal hard drive.
    Have you emptied your iMac's Trash icon in the Dock?
    If you use iPhoto, iPhoto has its own trash that needs to be emptied, also.
    If you have images stored in iPhoto,,the only way to weed out duplicates is to do this manually.
    When you delete them, they go to iPhoto's Trash. Remember to empty this when you are done.
    If you store images in other locations other than iPhoto, then you will have to weed through these to determine what are duplicates and what isn't
    If you use Apple Mail app, Apple Mail also has its own trash area that needs to be emptied, too!
    Other things you can do to gain space.
    Delete any old or no longer needed emails and/or archive to disc, flash drives or external hard drive, older emails you want to save.
    Look through your Documents folder and delete any type of old useless type files like "Read Me" type files.
    Again, archive to disc, flash drives, ext. hard drives or delete any old documents you no longer use or immediately need.
    Look in your Applications folder, if you have applications you haven't used in a long time, if the app doesn't have a dedicated uninstaller, then you can simply drag it into the OS X Trash icon. IF the application has an uninstaller app, then use it to completely delete the app from your Mac.
    Download an app called OnyX for your version of OS X.
    When you install and launch it, let it do its initial automatic tests, then go to the cleaning and maintenance tabs and run the maintenance tabs that let OnyX clean out all web browser cache files, web browser histories, system cache files, delete old error log files.
    Typically, iTunes and iPhoto libraries are the biggest users of HD space.
    move these files/data off of your internal drive to the external hard drive and deleted off of the internal hard drive.
    If you have any other large folders of personal data or projects, these should be archived or moved, also, to the optical discs, flash drives or external hard drive and then either archived to disc and/or deleted off your internal hard drive.

    Getting good, or great results depends quite a lot on your source video.
    Use a tripod, not hand held. (or attached to your surf board)
    Use progressive.
    Shoot 60p fps and conform it to either 30 or 24 fps. (50% or 40%)
    Shoot with a high shutter speed, at least double your frame rate.
    Try not to pan, a moving subject with a moving background is more difficult to slow down.
    Optical flow can improve things, but that depends a lot on what you're trying to slow down. Products like Twixtor have much more control than FCP X's optical flow option, but I don't think they have a plug-in for FCP X.
    Some of the best examples you'll see on the web (really slow stuff like 10%) are typically shot with a DSLR, on a tripod, really high shutter speed and only one moving object. (person flying off a skate board)
    If you don't have the option to control what and how the video is shot, then you really won't get very good results. I would suggest only slowing it down 50%, or conform from 60 to 30. But if it's interlaced, then you really only have 30 frames to work with. (or 60 fields)

    MagSave, yes. Other ports cannot be safely cleaned although you can blow air in to clean out dust.

    You can't, Safari on iOS 5 on the iPad uses tabbed browsing. You can try leaving feedback for Apple and maybe in a future update we'll get the choice of tabs or thumbnail/paged browsing : http://www.apple.com/feedback/ipad.html
    In the meantime I think that the (free) Opera browser and the iCab Mobile browser in the app store offer thumbnail browsing to some degree.
