If your email accounts are IMAP (which includes most major email providers like Gmail & Hotmail) then you don't have to sync them as they will automatically sync with all your devices. All you have to do is enter the username and password on your iOS device. You can speak to your ISP to confirm if your particular email accounts are IMAP.

Try a reset: Simultaneously hold down the Home and On buttons until the device shuts down. Ignore the off slider if it appears. Once shut down is complete, if it doesn't restart on it own, turn the device back on using the On button. In some cases it also helps to double click the Home button and close all apps BEFORE doing the reset.

You can only locate your device when it is logged into iCloud and 'Find My Phone' is enabled, additionally the device will need to be switched on and connected to a wifi or cellular network.
Unfortunately, you cannot activate iCloud or 'Find My Phone' remotely.

One way of saving your sms conversations so that you can then delete them from your iPad would be to back up the contents of your iPad using either iTunes or iCloud. See these articles -

You cannot get around Activation Lock without the oringinal owner disassociating the iPad from their account.

Turn off iPhone cellular calls

How can I get the iPad to sync Outlook 2010 in Parallels via iTunes?

I want to be able to sync my iPad with both iCal on the iMac and Outlook 2010 in Microsoft Office 2010, installed in Parallels 7. What happens is that when I connect the iPad to the iMac (USB) it syncs directly with iCal via iTunes. How can I get the iPad to sync Outlook 2010 in Parallels via iTunes as well? Do I have to download and install another copy of iTunes in Windows 7 in Parallels?

Don't think that's possible as iOS devices can only be synced to one iTunes library at a time.
Is there a specific reason you're using Outlook?
