Sorry to hear it but unfortunately it can't be tracked this way, you can only have At&t block service to it and submit the serials to law enforcement in case it was stolen and somebody tries to take it to a pawn shop. See Apple's support article:

If Find my Phone wasn't activated in your phones, you can't track them. If FMP WAS activated, all the thief has to do is turn the phone off or remove the SIM and you lose the ability to track the phone.
Unfortunately, sounds like your phones are gone for good. Sounds like if you lost 2 phones, you should really reconsider whether or not you should be owning such expensive phones in the first place.

my phone was stolen all of 3 or so hours ago. Verizon does not have anyone that is answering the Emergency Support number. Is there any way outside of calling in a Police Favor to have the phone tracked? If the person pulled the SIM card can it still be located based off the internal Ser#?

It's been a day, have you retrieved phone? There is an app you can get called BB Protect that will do just this, but it has to be installed and set up prior to losing the phone. Awesome app that lets you lock and or wipe the phone remotely, locate it, make it ring so you can find it....but doesn't do much good now.
Call CS and have them deactivate the phone, and report it as stolen so whoever has it won't be racking up charges on your dime, and won't be able to activate it with another number. I'm not sure if it can be located or not . . .
For the future, get BB Protect, and log in and play with it every couple of weeks to keep yourself familiar with what it can do. Then when/if your phone is lost or stolen you won't be trying to figure out the program or remember your login; it will all be familiar.

If you set up "find my iPod" in Settings, go to iCloud, log in with your Apple ID, and click the big green "find my iPhone" icon. The only way to locate/disable/erase any lost/stolen iPhone/iPod Touch is through Find My Phone or a similar app. However, this requires that Find My Phone be setup/activated, on your phone, before it was lost/stolen. You would then login at iCloud.com & try to locate it. This requires the phone be turned on & have an Internet connection. There is no other way to locate a lost/stolen iPhone. Apple can't/won't help you, nor will your carrier. Report the loss to the Police, your carrier & Insurance company. Change all of your passwords.
If your carrier offers Blacklisting & they Blacklist the phone, it will be unusable as a phone.
If locked with a passcode, all a thief or whoever finds it has to do is force the phone into recovery mode & restore it. While this deletes all data on the phone, it also removes the passcode so the phone can then be used as a phone or touch.

The find my iphone app has nothong to do with it.
That app simply allow you to find other devices using your ipod. It has nothing to do with fining the device on which it is installed.
If you set up the find my ipod feature that is built into your ipod and the ipod is on and it is connected to wi-fi and it has not been restored, then you may be able to get an approximate street address using icloud.
Othrewise, it cannot be tracked.

Unless you enabled Find My iPad on it before it was lost then there isn't any way to locate it. If you did enable it then you could try locating it either via http://icloud.com on a computer or Find My iPhone / Find My iPad on another device - but that will only work if it's connected to a network and the device hasn't already been wiped and/or Find My iPad disabled on it.
If you think that it was stolen then you should report it to the police. You should also change your iTunes account password, your email account passwords, and any passwords that you'd stored on websites/emails/notes etc.
