Copy the entire iTunes folder from \Users\<User>\Music on the old drive into your music folder on the new computer.

Right click on your device in the device list and choose "transfer purchses" to copy all music bought in iTunes to your new iTunes library.

Just get copies of the song files and add them to your iTunes library. With the exception of any DRM-protected files (purchased before mid-2009 and never upgraded) they will play fine, even though they are technically associated with the original account.

Music is intended to go one way: from your computer to the iPod. Going the other way is contrary to the design and is not trivial.
If you had a Mac and its hard disk failed, you would use Time Machine to restore its contents to a replacement disk. A disk failure would be a non-event. If you replaced your Windows computer with another Windows computer another failure is just a matter of time.

For everything else (music from CDs, other downloads etc) there are a number of third party utilities that you can use to retrieve the music files and playlists from your iPod. I have downloaded itunes but it would take for ever to individually copy each song & regroup them into genres. Before I got rid of my old computer I copied itunes on an external harddrive as well as my entire playlist. I thought I could just sync my ipod nano to the new itunes program but apperently not.

Did you import the music on the external hard drive into your iTunes library on your new PC or point iTunes at the location of your library stored on the external hard drive?
