I currently have an apple ID that i use for all my iMessages and everything else i do except for my app and itunes purchase. I know we don't have the option to merge 2 apple Id's yet so i was wondering if there is a way to transfer what I've already purchased to the other apple ID i have. In a sense merging by transferring everything over.
There is no way to merge or transfer anything to another AppleID. The App Store license also specifies that purchases cannot be transferred.

How can I transfer the contacts from my ipad to my itouch?
Precisely what adami said. Hook up your ipad to your computer. Under 'info' choose to sync contacts. That will put them on your computer. Then plug in your Touch and choose the same, to sync contacts with the computer, and they'll transfer.
Alternatively you can go into each contact and choose to 'share' it and mail it to an account that you can access on your Touch, then open it and save it. Upside, no computer needed, downside, it's a bit tedious.
Theoretically you can also use iCloud, however the cloud ate my contacts so I'm not syncing via the cloud for that anymore. Your experience might be different, but I personally would avoid the cloud unless you've got them all backed up somewhere in case the cloud eats yours too. -

Before i downloaded the 5.0 upgrade for my IPAD, i was able to sync my IPAD with my work PC, which has everything in MS Outlook. but I can't sync my IPAD, its been a hassle since this up grade, all my apps we deleted i had reload of them. This can be done via iTunes, iCloud. What other type of phone are you trying to transfer them too? There are other 3rd party programs that can do it. An app called MCBackup will backup your contacts to a text/vcard file and you can email it to another device.

What phones do you have (old and new?) If your old phone was backed up using Verizon's Backup assistant, the new phone should pick up those contacts, as the Verizon cloud has replaced Backup Assistant, or ratherm BUA has been "absorbed" by the Cloud.
