How can I turn off "tooltips"?

I'm using the Mac and Dreamweaver CS6. Every time I use Dreamweaver to edit documents an annoying "tooltip" follows my cursor, telling me "Shift-drag to maintain column widths" and "Command-click to select cell." It's nearly as annoying as the "hold the command key while accidentally moving your mouse slider and zoom your document to 300%" feature that cannot be turned off.
So, does anyone know how to turn off these tooltips? I have looked in vein for an option in preferences.

I have already tried this, it has no effect. See screenshot below.
Basicslly the one programmer left on Dreamweaver doesn't give a damn about the last 25 of us using the program. If it's not Photoshop it's not important. And they wonder why we're not happy to pay a monthly rental fee for software they won't even fix the bugs inI
(I also detest the issue whereby scrolling with the mouse while holding the command key, something very easy do to, causes horribly ugly scrolling in DW. It's the worst feature ever, and even worse since it can't be turned off through any check box.)

It sounds like one of your preferences has changed.
Go to preferences > audio > general, and make sure "track mute/solo" is set to "CPU saving (slow response)". It is probably set to "Fast " at the moment.
This setting (fast) basically causes immediate muting from the channel strip while your song is in play. This is because the audio is still being read from the hard drive, but the channel strip is simply muted.... like a hardware mixer. When set to "CPU saving", the audio from that track, when muted, is actually stopped from streaming from the hard drive, but there is a couple second delay before the audio is actually muted.
One would think that the fast setting is generally preferable, except when you need to do what you are doing. The only way to keep duplicate copies of channel strips acting independent of one another is to leave this setting on the "CPU saving" setting.

it is Toshiba Satellite A200 Series. Drivers, its configuration and configuration of operating system is OK. The wheel is mechanical damaged, so that is the point. I have to disable its function in operating system. But where can I disable it? I have tried to uninstall Toshiba utilities (controls, hotkeys), reinstall drivers. I have tried to find an option in BIOS, there was no one.

If you don't want to do a restore, then your iPad may remain in the unstable state you have for the moment.
You can change the country in the App Store. Have a look at the bottom of the App Store screen, you can change the country and also do the permanent change via Manage > Account.
You can change the language in iTunes via General Preferences > under General tab.

Thanks for replying, but that isn't the answer I am looking for. Also, there is no + sign, UNLESS you do tap the overlapping boxes.
Let me try to ask my question a little more clearly:
When I tap the two overlapping boxes on the lower left (the option to Open New Windows), the new Window that appears will show your Bookmarked FAVORITES. But with my new iPhone 6, and the new iOS 8.0.2, when I tap the two boxes to open a New Window, my Bookmark Favorites show (as they always have and should), but below them, there is a dividing line underneath them, and it says Recently Viewed Websites, and has these websites available to tap.
So my question is, HOW DO I TURN THESE OPTION OFF?
*UPDATE (10.13.14): Since I have asked this question, I no longer see these Recently Viewed Websites under my Bookmarked Favorites in my new Window tabs. So I hope that Apple fixed it, or somehow it was a mistake, or somehow I changed an Option on my iPhone 6 that stopped this for reoccurring.
