How can I uninstall Photoshop Elements 10

Question

I've tried to uninstall Adobe Photoshop Elements 10 but have had no success. I've uninstalled many programs so I know how it's done, but nothing works when I try to uninstall this program. Nealeh gave me some hints in another forum but I don't know how to use them.
I have Windows 7 and went through the uninstall process several times. When it looks like the uninstall Wizard is finally going to do the job, I get this message: "To deactivate your application please connect to the Internet and try again or else continue without deactivating or cancel."
I tried to uninstall with and without the Internet connection. Nothing works. There must be a straightforward way to get rid of this program.

In addition to Barbara please check via Help > Deactivate whether this option is grayed out or not?
If it is then it can be because of the following reasons:
It's a volume license serial number, which doesn't have a specific activation count--the Deactivate option is not applicable.
The activation failed (silently) and the product is running without being activated--therefore deactivating is not possible.
If none of these situations apply and Deactivate is still dimmed, contact Adobe Customer Service http://adobe.ly/yxj0t6.
