How can I unlock my iphone 4 (4.3.5) without Jailbreaking it?
Hello All,
I had bought my iphone4 with out contract from USA. Now am moving to India and need to use services of other service provider. Can some one please help me in unlocking my phone with out any affect on its performance & any other ill effect.

Doesn't matter that you bought it from Apple or not. It was still purchased before unlocked phones were sold. Your phone is LOCKED to AT&T. AT&T will not unlock iPhones. Period.
Take KiltedTim's advice and sell your iPhone and purchase one in India from Aircel or Airtel.

Try a Reset of the Phone... You will Not Lose Any Data...
Turn the Phone Off...
Press and Hold the Sleep/Wake Button and the Home Button at the Same Time...
The Apple logo will Appear and then Disappear...
Usually takes about 10 - 15 Seconds...
Turn the Phone On...

If you are referring to a lock to a specific cell carrier, so you can use the iPhone with a different carrier, only the cell carrier to whom the phone is locked can authorize unlocking. You will need to contact the carrier.

If the carrier tells you that they do not unlock iPhones, then there is nothing you can do other than sell the iPhone to someone who can use it with that carrier and purchase an iPhone that is officially unlocked.

Reset the phone: Press both the home and on/off buttons for AT LEAST 10 seconds until the Apple logo appears. (No data loss)
If no response, connect to AC adaptor, charge for at least 30 minutes and repeat the reset if needed
If still no response, there is a hardware failure that needs evaluation by Apple or whoever provides iPhone service in your country. -

Stop Lost Mode or change your contact info
Sign in to icloud.com/#find with your Apple ID (the one you use with iCloud).
If you’re using another iCloud app, click the app’s name at the top of the iCloud.com window, then click Find My iPhone.
Click All Devices, then select the device that’s in Lost Mode.
Click Lost Mode, then change the information or click Stop Lost Mode.

No. Apple has no part in the decision ot lock or unlock at all. Lock/unlock is 100% the decision of the carrier. Apple has nothing to do with this decision.
