I made a new password for my phone lock, i forgot it and i have disabled it, can someone please tell me if they know how to help...?

Then restore via iTunes. The iOS device will be erased. Place the iOS device in Recovery Mode if necessary to allow the restore.
If recovery mode does not work try DFU mode.

Is Find My Phone turned on?
You'll have to login to iCloud.com, from any computer, locate, then erase your phone. Once done, restore from backup, if you have one.
That's the only way for you to fix this.

The passcode lock is not included with your iPhone's backup.
You need to restore your iPhone with iTunes on the computer used for syncing your iPhone and you can restore from your iPhone's backup.

Only the carrier can unlock your iPhone.

The ONLY source of unlocked iPhones in UK is Apple retail Stores ( Apple owned )
all others will be locked to a carrier (did you buy from carphonewarehouse )
Only the carrier who locked it can unlock the iPhone

Unfortunately, you must restore it in iTunes on your computer. There is no way to retrieve a forgotten pass lock code.
You will need to Restore your device from the same computer that you most recently synced to. See - http://support.apple.com/kb/HT1414.
