How can I use a credit card and NOT my iTunes Gift card balance?
I have an iTunes gift card balance of $25 already on my account.
American Express has offered me a $5 iTunes credit with a $5 purchase if I use my Amex Card.
When I make an iTunes purchase will I have the option to choose to use the credit card instead of the existing gift card balance?

It worked, I gifted myself a $10 iTunes Gift and it came form the credit card so it only cost $5.

If you mean use the balance of the credit and you don't have enough to buy iTunes media, you will have to purchase and redeem another gift card to make up the difference.

You shouldn't have to put in a credit card, no, but from time to time the iTunes Store seems for some reason to try to insist on one. If just confirming your mailing address doesn't stop it from complaining, go here:

Is it an IMAP or POP account?

You cannot. The iPhone is locked to Softbank, and only they can unlock it. Problem is that Softbank will NOT unlock the phone, as they do not offer iPhone unlocking.
Buy an iPhone in the Phillipines.
PS Before you go on a rant at Apple, be aware that Apple does NOT unlock phones and they do not set unlocking policies. The carriers (Softbank in this case) set the unlocking policy.
