How can I use the money in my account to make my purchase?

Hi, I'm trying to use my $1.31 in my apple itunes account to purchase a song, but I'm prompted with an error message and taken to my payment information to fix my previous declined purchase. If the purchase was declined, why can't they just leave it at that and use the money that is already present in my account rather than prompting me to fix the problem?
*The reason for it declining probably won't do answering my question any justice but I tried gifting some songs and I did gift them to multiple people (maybe 3-5) and I seemed to have no problem. Until I went to check the balance on my visa, it showed that Itunes didn't extract any of the money from my card. This was over a 24 hour period where my balance remained untouched. So I figured those gifts I "bought" weren't really purchased seeing as I already had the song in my account. Now, how is it my fault that I wanted to purchase things and the card was not declined for whenever I did so? It's not my fault iTunes never extracted or gave me a reason or time for the extraction of my credit card balance, it should have been instant.
Sorry for getting off track, but anyways how can I get rid of this message of "select payment information" etc., when I already have money on my account to begin with? This money has been on my account before this declined jazz happened.

You shouldn't have to put in a credit card, no, but from time to time the iTunes Store seems for some reason to try to insist on one. If just confirming your mailing address doesn't stop it from complaining, go here:

and follow the instructions to report the issue to the iTunes Store.

You will need to provide payment information in addition to your gift card details. If the items that you are purchasing cost less including any taxes than the amount of credit you have on your account, then iTunes will you take the cost of purchase from your credit first.

That is what I don't understand. I will maybe take a trip out to apple store to see what they say. Funny thing is it let me buy the iOS app with no problems. you have a 13" MBP. Right?
If so then I don't think there is any way. The 13" MBP uses the same port for input and output but I don't think you can do both at the same time. It is either one or the other.
You could try an 1 to 2 adapter but most of those only split what is coming into them. I haven't taken the jack part on a 13" MBP to see if there is a extra connector to separate the input from the output and I doubt there is.

Are you talking about changing the Apple ID used for purchases in iTunes? If so go to 'Settings->iTunes & App Store-> then 'tap' on the Apple ID that appears and click Sign Out on menu that appears. You can now login with a different Apple ID.

How can I use the same Apple ID account in two different App Stores?

I am from Greece and I use my Apple-ID account to download iPhone Apps from the Greek App Store. However I live in Germany and some iPhone applications I want are available only through the German App Store. When I try to download one of them I got the message that my acount cannot be used with the German App Store. Is there any way to be able to have on my phone applications form both the German and the Greek App store at the same time using or not the same Apple ID account? I have got both Greek and German credit cards if this is an issue. Thanks.

Nothing will happen to your existing purchases. Your computer will remain authorized - you can authorize a single computer to up to five iTunes Store accounts - and the apps and content will remain in place.

As long as you're in the relevant country, yes. Again, the terms of use say that you agree not to even attempt to use an iTunes Store from outside of its country.

If you are asking about getting the cash value out, it is not possible. The credit balance can only be used for purchases in the iTunes Store.

You can't transfer a balance from one account to another account, it can only be used on the account that it was originally redeemed onto.
If on your old account you have a rescue email address (which is not the same thing as an alternate email address) set up on your account then you can try going to https://appleid.apple.com/ and click 'Manage your Apple ID' on the right-hand side of that page and log into your account. Then click on 'Password and Security' on the left-hand side of that page and on the right-hand side you might see an option to send security question reset info to your rescue email address.
