How can my wife and I share our iTunes account?

My wife has an iTunes account as do I, but we are ideally trying to combine them so that we have a central iTunes library that we can both pull from. Is this possible?  We are on Windows Vista platform outside of our apple products.
We have 2 iPhones and several iPods.

    As Katrina notes, you cannot merge accounts. If by any chance what you really mean is to merge libraries, then yes you can. Find the songs on the hard drive and add them into the library that you will both be using.

    If you each have separate iCloud accounts with different IDs, you can add the other person's account to your device(s) by going to Settings>Mail,Contacts,Calendars>Add Account>iCloud and signing in with their ID.  These "secondary accounts" will sync mail, contacts, calendars, reminders and notes.

    Unfortunately it will be difficult. iPads are personal devices like phones and done have credentials. You can of course log out of and into the app store to download purchased apps but the iPad will then have all the apps of both your wife and you (though you could put these into folders I guess).

    FYI: iTunes account (used to make purchases) is not the same as iTunes library (iTunes on your computer with music, movies, etc.).

    You can but you will not be able to limit what she syncs.
    I would like to avoid 'checking' and 'unchecking' individual songs every time one of us tries to synch our ipods to the library.
    I don't recommend using (only) the checkmarks to select what to sync.
    Each of you can create your own playlists then sync only those playlists.
    Then add/delete from your own playlists to change iPod content.
    The only time I uncheck items is if I rarely/never want to sync them to anything, such as Christmas music or old audiobooks.
    I suggest you each have your own computer login account. Then everyone has their own contacts, calendars, and everything else.
    You and your husband can share an iTunes library and let your daughter have her own.

    On the computer:  Click the iTunes menu (by the apple) >> Preferences >> Store.  Check off the items you want in the Automatic Download section.
    On the iOS device:  Settings >> iTunes and App Stores.  Turn on the items you want under Automatic Downloads.

    But it dawned on me that this will be a problem when she goes to college.  Can I possibly start her a new iTunes account and then have her have all the music that we have gathered together over the last 5 years in her account and mine?
    My friend was trying to explain how to do this, but I am just looking for a step by step, hold my hand tutorial or something.  My daughter will be devastated to lose all of our music that we share.

    iCloud is designed to be used by one user with all their devices "linked" together.  Your daughter needs to have her own icloud account.  Using one Apple ID for an iTunes account is a different situation, you can certainly share the account with your daughter.  That way she can access purchased items without paying again.
    If she already has another icloud account, and wants to set it up on her device, then go to Settings>icloud, scroll to bottom of screen and tap Delete Account.  This only disconnects the device from that account, no data is lost on icloud.  Then enter the account ID that she wants to use.

    As for your lost contacts, they are gone.  You only hope is if the contacts were also on your computer and (if gone now) you have made frequent backups of the computer (like using Time Machine on a mac).  Just restore the contact files back to your computer.

    All apps and purchases are linked to your apple ID, so you can't share them across 2 devices that are using different apple id's, it won't work. the purchases that are on your mac at the moment will only work with the apple id they were brought with.
    the only thing thats possible to share is purchased music. you have to first covert it to mp3 within itunes, then your bf can import it into his own itunes library and sync with his phone.
