Or you can email iTunes Support at iTunes Store Support.
If all else fails:
Go to: Apple Express Lane;
Under Product Categories choose iTunes;
Then choose iTunes Store;
Then choose Account Management;
Press Continue;
Now choose iTunes Store Security and answer the bullet questions, then click Continue;
Sign in with your Apple ID and press Continue;
Under Contact Options fill out the information and advise iTunes that you would like your security/challenge questions reset;
Click Send.
You should get a response within 24 hours by email.
Presently there appears to be problems on Apple's end, so it may be quite some time before they respond.

I got some help from an apple assistant on the phone.
It is kind of round about way to get in
Here is what he said to do and it is working for me...
1) on the device that is asking you for the security questions go to "settings", > "store" > tap the Apple ID and choose view"Apple ID" and sign in.
2) Tap on payment information and add a credit/debit card of your preference then select "done", in the upper right corner
3) sign out and back into iTunes on the device by going to "settings"> "store" > tap the Apple ID and choose "sign-out" > Tap "sign -in" > "use existing Apple ID" and you should be asked to verify your security code for the credit /debit card and NOT the security questions.
4) At this time you can remove the card by going back in to edit the payment info and selecting "none" as the card type then saving the changes by selecting "done". You should now be able to use your iTunes store credit without answering the security questions.
It's working for me ...I just have to put in my 3 digit security pin from the credit card I am using.

If you have three security questions and a rescue email address
- sign in to My Apple ID and select the Password and Security tab to send an email to your rescue email address to reset your security questions and answers.
If you have one security question and you know your Apple ID password
- sign in to My Apple ID and select the Password and Security tab to reset your security question.
If you have one security question, but don't remember your Apple ID password

I have been trying to reset the email used in the Apple security info section of this site to an email address that is mine. The one that is on file here is clearly not mine, but I have no way of changing it, because all information is being sent to the wrong email address. Is there any way to fix this?

Contact Apple support at 800MYAPPLE and ask them to assist you with resetting your security quesitons.
They will ask you to verify your identity. Not usually a big issue. Call them ask for assistance.
They can walk you through getting the security question issues resolved.

If not, this forum is for questions from those managing sites on iTunes U, Apple's service for colleges and universities to post educational material in the iTunes Store and hence not the best place to get assistance with this problem.
