After updating my ipod shuffle, my car no longer recognize it. I cannot connect it to my car via usb. For the past few weeks I have been listen to only songs on the radio. That app simply allow you to find other devices using your ipod. It has nothing to do with fining the device on which it is installed.
If you set up the find my ipod feature that is built into your ipod and the ipod is on and it is connected to wi-fi and it has not been restored, then you may be able to get an approximate street address using icloud.
Othrewise, it cannot be tracked. -

I forgot my passcode for my iPod, and guessed it to many times so it got disabled.

You should probably disable the autosync functionality first by going to Edit -> Preferences, clicking the Devices tab, and enabilng the prevent iPods,iPhones, and iPads from automatically syncing option.
Next, authorize the new computer with your iTunes Account. In iTunes, choose Store -> Authorize This Computer and enter in the correct credentials.
If possible, either copy a backup file from your old computer to your new one or create a new backup of your iPod in iTunes before letting it sync. To do this, right->click on your iPod Touch from under the Devices section in the left hand pane of iTunes and choose Backup.
