How do I access icloud in mavericks?

I would like to delete some books that I downloaded off the root account. 
I've deleted them from my phone and ipad libraries but now that I have mavericks I can't get them out of the new ibooks app on Mavericks.

The books are not actually in your iCloud storage, they are links to the books in the Store. What you are seeing is your purchase history and as such cannot be deleted.
You can however hide your purchases, which you can do from the QuickLinks > Purchased option from the main page in the iTunes Store on your computer.

    A nice idea, but ≈$100 for far more than I need. It feels like overkill.

    iCloud does not offer general file storage in the manner of iDisk, only syncing of iWork and Textedit files for access by your iOS devices. In Lion you go to the iWork section of iCloud and drag the files there in the Finder (they sync automatically on iOS); in Mountain Lion you can save directly to iCloud. But you can't store other types of files (other than by the odd workaround).

    Well, the good news is I have the URL correct.
    But regardless of whether I use http://icloud.com or http://mail.icloud.com, I still get prompted with a dialog box which says the following:
    "Setup iCloud on a device to use iCloud.com"
    If I click "Close" I end up back up at the sign in screen and have to enter my username/password again.
    If I click "Learn More", my only other choice, I end up on some sort of help page that tells me how to set up iCloud on this device.  Which is precisely what I don't want to do.  I just want to access a webmail page like, for example, gmail.
    I don't see any "Mail" icon there.

    If you are already signed into iCloud, first save your photo stream photos to your camera roll, then go to Settings>iCloud, tap Delete Account, provide your password and choose Delete from My iPhone when prompted.  Then after 30 seconds or so, sign back in.  This deletes the account and iCloud data from your phone but not from iCloud.  Your data will reappear on your phone when you sign back in.

    Thank you, I really appreciate your time, but I think I am after something the iPad won't do.  I don't want to use a computer at all. I would like to open an iCloud doc using my iPad, work on it (on the iPad), then print or save it back into pages or the iCloud. 
    From your responses, it sounds like you have to use an iPad in conjunction with a computer, of some description, to work on documents in the cloud, the iPad alone will not let you do this.
    So I guess the short answer is, I can't.

    If you mean that Find My Phone is asking for a password to a different Apple ID to your current Apple ID.
    This feature has been introduced to make stolen phones useless to those that have stolen them.
    However it can also arise when the user has changed their Apple ID details with Apple and not made the same changes to their iCloud account/Find My Phone on their device before upgrading to iOS 7, or if you restore from a previous back up made before you changed your details.
    The only solution is to change your Apple ID back to its previous state with Apple at My Apple ID using your current password, you don’t need access to this address if it’s previously been used with your Apple ID, once you have saved these details enter the password as requested on your device and then turn off "find my phone" and delete the account from your device.
    You should then change your Apple ID back to its current state, save it once again and then log back in using your current Apple ID. Finally, turn "find my phone" back on once again.

    Aside from keychain, you can access your iCloud keychain on your iOS devices.
    All you need to do is go to your Settings > Safari > Password > Autofill > Saved Passwords (you will need to enter your device passcode)
    and then you can now view all the saved password from your iOS device.

    it's unclear what it is you want to accomplish
    vpn mean virtuel private network which is a program/ protocol which tunnel across the internet providing what seems to the computer that it's present on another Local area network (such as works lan)
    so it's unclear if you wish to access your mac from your pc while being connected to the VPN to your works network
    or if you wish to connect your mac to your works lan using a vpn client on the mac
    if the former then you can't access your home lan from your works lan that you connect to over vpn unless you setup a vpn on your local lan
    but a quick search in google or app store for osx should give you some vpn clients for osx so you can connect your mac to your works lan if that is what you want
